Historic Resource Study: African-American Civil Rights Leaders and the Roosevelts

National Park Service

The purpose of this project is to produce an Historic Resource Study for the Home of Franklin D. Roosevelt National Historic Site and Eleanor Roosevelt National Historic Site to provide a historical overview and develop historic contexts for understanding Franklin and Eleanor Roosevelt s evolving positions on civil rights with emphasis on the influence of key African-American civil rights leaders in shaping their vision. To the extent possible, this study will address the New Deal, WWII, and Post War eras (ca. 1933-1962); will identify African-American activists who sought to influence the Roosevelts; will assess the extent and limitations of their advocacy; and will identify ways that advocacy shaped African-American social, economic, and political life. This report will consist of a survey of published work on these topics and an evaluation of the influence of African American leaders from 1933 to 1962. The study will focus on the power and limits of this advocacy on the evolution of the Roosevelts shared vision of human rights and the complex effects of the New Deal, wartime, and Cold War programs on African American social, economic and political life. Contexts and topics relevant to understanding key individuals and issues might include some of the following: The influence of NAACP, beginning with push for federal anti-lynching legislation; ER s NAACP involvement (1933-62), the evolution of involvement during FDR Presidency, Post War, and United Nations periods. The influence on the Roosevelts of relationships with Walter White, A. Philip Randolph, Mary McLeod Bethune, Robert Weaver, Roy Wilkins, Bayard Ruskin, W.E.B. DuBois, Anna Pauline Murray, Martin Luther King, Thurgood Marshall, and other key/influential figures. National Labor Relations Act (1935) Influence of Federal Council of Negro Affairs ( Black Cabinet 1936) The work of the 1936 National Negro Congress 1938, publication of A Report on the Economic Conditions of the South, and creation and Roosevelt involvement in the Southern Conference for Human Welfare. Lobbying for African-American participation in New Deal relief/work programs, including Resettlement/Subsistence, WPA programs, Federal Housing Authority, the CCC, etc. Pressure for 1941 March on Washington led to Fair Labor Employment Practices (Executive Order 8802) and enforcement committee; African-American participation in WWII industry, segregated military; Double V campaign. FDR speech 1/6/1941 identifying goal of Four Freedoms, and speech of 1/11/1944 outlining 2nd bill of rights; what is applicability of this vision to African-American rights? W.E.B. DuBois and others efforts to include African-American civil rights infringements in work on the UN s Universal Declaration of Human Rights. A full Scope of Work will be drafted with the Principal Investigator following issue of this Task Agreement. The Scope of Work will outline the scope of topics and issues, quality control measures to ensure that draft and final deliverables are complete and meet scholarly investigative standards, delivery and performance schedule (including start up meeting, detailed outline including front and back matter, drafts, final report, public presentation at park, etc.), style and format guidelines, and payment schedule.

Historic Resource Study: Examine Borderlands and Conflict at Saratoga

This project will prepare a Historic Resource Study to conduct new research informed by recent historiography of north eastern borderlands, settlement, and contestation. The research should examine Saratoga and its place in the borderlands in order to explore and consider new stories and voices that can inform NPS s understanding of the people and places associated with Saratoga NHP and its long and significant history prior to the battles of 1777. The research will build on an historiographical essay written for the park in 2011, and tap into archival collections in repositories in the U.S. and Canada in order to go beyond a standard literature search. The research will culminate in a manuscript of publishable quality.

The Historically Black Colleges and Universities - Excellence in Research (HBCU-EiR) program was established in response to direction provided in the Senate Commerce and Justice, Science and Related Agencies Appropriations Subcommittee Report (Senate Report 115-139), and is built on prior and continuing efforts by the National Science Foundation (NSF) to strengthen research capacity at Historically Black Colleges and Universities (HBCUs). This report provided guidance to NSF to establish the HBCU Excellence in Research program "to provide opportunities for both public and private HBCUs, particularly for those who have not been successful in larger NSF Research & Related Activities competitions, in order to stimulate sustainable improvement in their research and development capacity" (https://congress.gov/congressional-report/115th-congress/senate-report/139/1). EiR supports such capacity building by funding research projects aligned with NSF's research programs. HIV Prevention and Substance Use Treatment for People with Drug Use-Associated Wounds

PROJECT ABSTRACT This timely K01 award focuses on identifying optimal treatment approaches in an evolving drug use landscape, while providing the PI with the necessary training to advance her long-term goal of leading impactful research at the intersection of substance use and infectious diseases. Alongside an unprecedented overdose crisis, people who use drugs are facing an increase in infectious disease complications, including bacterial infections and wounds complicated by drug supply additives like xylazine. When people receive healthcare for these infections, this interaction serves as an important opportunity to provide other key prevention and treatment services that might otherwise be missed, like pre-exposure prophylaxis (PrEP) and medications for opioid use disorder (MOUD). However, several challenges prevent many from seeking care in traditional settings like clinics and hospitals. In contrast, new models of care provided through mobile clinics show promise in improving care quality and effectiveness. The research objective of this K01 is to comprehensively evaluate and identify optimal settings to improve MOUD, PrEP, and wound care outcomes for people who use drugs within the changing context of the drug supply. Our central hypothesis is that wound care offered through mobile clinics is associated with improved patient-provider relationships and logistical access, thus leading to improved uptake of prevention and treatment services. To study this, we will qualitatively explore how interpersonal interactions during wound care influence care experiences and preferences among people who use drugs and their providers. Next, we will quantitatively examine the influence of individual and interpersonal factors on preferences in integrated wound care, PrEP, and MOUD by leveraging an existing cohort study of people who use drugs. Finally, we will conduct a mixed methods analysis to assess individual and organizational determinants of MOUD and PrEP utilization within different models of wound care (mobile settings versus brick-and-mortar sites) through an existing network of innovative substance use services. Through this K01 award, the PI will expand upon her background in epidemiology and applied research by gaining complementary training in qualitative and mixed methods research, measurement of interpersonal dynamics influencing treatment delivery, and implementation science research. Training will be guided by an exceptional team of leading experts in substance use treatment and infectious disease care who have outstanding track records of mentorship and impactful research. Through these research aims, the PI will obtain preliminary data to inform subsequent studies focused on comprehensively evaluating novel models of care among people who use drugs. Ultimately, this K01 award will support the PI as she progresses into an independent research career focused on identifying and assessing new approaches in substance use and infectious disease care as it adapts to the changing drug use environment.

HIV Proteins and Their Cellular Binding Partners (R21/R33)

-The aim of this initiative is to promote collaborations between biochemists and structural biologists to define the interactions of HIV proteins with their host-cell partners towards determining the three dimensional structure of these complexes. The goal is to gain an in-depth understanding of HIV protein-containing complexes throughout the virus life cycle. A better understanding of these interactions will lead to new avenues for therapeutic interventions in HIV disease. -Mechanism of Support.
