This is a notice of funding opportunity (NOFO) for the BJA FY2026 Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy. This opportunity will support existing or the creation of new law enforcement agency intellectual property (IP) enforcement task forces. This program assists state, local, tribal, and territorial jurisdictions in preventing and reducing intellectual property theft and related crime as well as supporting law enforcement in investigating and prosecuting IP crimes and reducing violent crime associated with IP cases and investigations. These matters typically involve copyrights, patents, trademarks, other forms of IP, and trade secrets, both in the United States and abroad.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Harold Rogers Prescription Drug Monitoring Program (PDMP). This opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency. PDMPs help state and local governments to detect and prevent the diversion and abuse of pharmaceutically controlled substances such as opioids and other prescription drugs. The primary function of a PDMP is to facilitate the collection, analysis, and reporting of information on the prescribing, dispensing, and use of prescription drugs with a state, commonwealth, district, or territory. The goal of the Harold Rogers PDMP is to strengthen states’ and territories’ ability to maintain and enhance their existing PDMPs by accommodating local decision-making based on state laws and preferences and replicating promising practices. As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.

This opportunity supports state, local, and tribal efforts to enhance their capacity to investigate and prosecute incidents of sexual assault in confinement facilities. State agencies, law enforcement, and prosecutorial agencies may utilize this funding for investigative and prosecutorial activities to decrease incidents of sexual assault in confinement facilities and increase the rate of successful prosecutions in such cases.

This opportunity supports state, local, and tribal governments to implement comprehensive and collaborative reentry strategies to increase the likelihood of successful reentry for people returning to communities from adult correctional facilities, and to establish or expand a program or service ( intervention ) to reduce recidivism. Interventions may address a variety of needs related to reentry as outlined in section 101, subsection (b) of the Second Chance Act (34 USC 10631 Adult and juvenile offender state and local reentry demonstration projects).

This opportunity will provide treatment and recovery support services to parents with substance use disorders (SUD) who have minor children or are pregnant and are under correctional control in a facility or community-based setting. State, local, and tribal governments and nonprofit organizations may apply for funding to provide family-based SUD treatment programs in jail, in prison, or as part of an alternative to incarceration to reduce recidivism and improve reentry and other related outcomes for the parent and for their children. State, local, and tribal governments must apply for funding under Category 1 and nonprofit organizations and faith-based organizations must apply for funding under Category 2.

This opportunity supports the development, implementation, or expansion of comprehensive programs in response to overdose deaths, illicit opioids, stimulants, and other substances. Through this program, state, territorial, local, and tribal governments can support law enforcement-related activities, including efforts to locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community, within correctional facilities, and upon reentry.

Applicants may consider proposing projects that develop marketable skills, leverage technology, and build capacity to align with their local job market and engage in the digital economy.
