Bureau of Justice Assistance

This is a notice of funding opportunity (NOFO) for the BJA FY2025/2026 Project Safe Neighborhoods (PSN) Formula Grant Program. This opportunity provides combined FY 2025 and FY 2026 appropriations to support comprehensive violent crime reduction strategies coordinated by the U.S. Attorney s Offices (USAOs) in the 94 federal judicial districts throughout the 50 states and the U.S. territories. PSN is a nationwide initiative that brings together federal, state, local, tribal, and territorial law enforcement officials, prosecutors, community-based partners, and other stakeholders to address violent crime through coordinated enforcement strategies that target criminal organizations, dangerous offenders, and threats to public safety, including those posed by transnational criminal organizations (TCOs), drug trafficking, human trafficking, and violent criminal aliens. This program is a central element of the DOJ s efforts to empower prosecutors and law enforcement to protect their communities from ongoing threats and to implement the core policy objectives of Operation Take Back America.

Community Oriented Policing Services

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration s priority of Making America Safe Again by supporting the nation s state, local, territorial and Tribal law enforcement agencies through information and grant resources. Community Policing Development (CPD): Law Enforcement Products and Resources funds are used to develop products and resources to provide guidance on promising practices; develop and test innovative strategies; build knowledge about effective practices and outcomes; and support new, creative approaches to preventing crime and promoting safe communities and a positive image of policing. The COPS Office seeks to enhance community policing development through this NOFO in the following two funding categories: Category 1: FY26 Community Policing Development Law Enforcement Products and Resources The COPS Office CPD: Law Enforcement Products and Resources program provides funding for the development of resources on law enforcement topics, specifically designed for national distribution, that offer creative ideas to advance crime fighting and community policing through common sense policing practices and initiatives. Any proposed product or resource should be directly in support of the advancement of community policing through common sense policing strategies and practices. Category 2: FY26 Community Policing Development COPS Training Portal The COPS Office CPD COPS Training Portal funds are used to deploy the COPS Office s flagship eLearning program, the COPS Training Portal. A cornerstone of the COPS Office s training and technical assistance program, the COPS Training Portal is responsible for approximately 75 percent of training deliveries annually for the COPS Office, provided at no cost to law enforcement officers, agencies, and stakeholders to improve access to high-quality training that fits the schedules, budgets, and needs of users across the country. As community policing is common sense policing, throughout the FY26 Community Policing Development (CPD): Law Enforcement Products and Resources NOFO materials, the terms community policing and common sense policing are used interchangeably, unless otherwise specified. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.

Community Oriented Policing Services

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration s priority of Making America Safe Again by supporting the nation s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) Organizational Assessment and Enhanced Training program funding opportunity to identify and implement organizational improvements aligned with the principles of community policing to law enforcement agencies through assessments, technical assistance and enhanced training. The Enhanced Training program offers a suite of innovative new on-line enhanced training experiences for law enforcement professionals nationwide that focus on implementing organizational and operational improvements and measuring outcomes in short amounts of time (between three and six months). They are conducted through a series of regularly scheduled virtual trainings with specific projects developed by participants for completion. The key features of the enhanced training experience include training in cohorts, flexible scheduling, blended learning, and continuous access to trainers and subject matter experts throughout the training period. Enhanced training courses are designed to maximize outcomes, implementation of new concepts, meaningful participation, and sustainability.

Community Oriented Policing Services

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration s priority of Making America Safe Again by supporting the nation s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies capacity for self-improvement and effectiveness, and promote community policing practices nationwide. This funding opportunity has two program subcategories of which applicants may apply for funding: Category 1: Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). Since 2017, CRI-TAC has provided a wide array of TA services using a by the field, for the field approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The Critical Response program is designed to provide targeted TA to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need. Critical Response is highly customizable and provides flexible assistance to law enforcement agencies in a variety of ways, including after-action reviews; peer-to-peer exchanges; targeted in-depth review, analysis, recommendations, and assessments; and facilitated discussions with subject matter experts. Bureau of International Narcotics-Law Enforcement

The project will divert low-risk, first-time offenders to probation and community service, allowing Tunisia to focus its limited resources on high-threat criminals. Building upon previous INL support and Ministry of Justice buy in, this project will work to expand probation services to all 24 governorates through establishing probation offices in the last remaining four governorates and standardizing services nationwide; deliver training to criminal justice sector actors and community stakeholders; increase public awareness of the benefits of community service and probation for low-risk individuals; and standardize procedures, including through the use of information technology, to streamline the process.

Bureau of Justice Assistance

This is a notice of funding opportunity (NOFO) for the OJP FY 2026 Special Attorneys Program. This program will support state, local, Tribal, and territorial prosecuting agencies to assign or hire qualified prosecutors to serve full-time or part-time (on a case-by-case basis) as Special Attorneys under the direction of the National Fraud Enforcement Division or the Criminal Division, or to serve as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney s Office. These cross-designated prosecutors will remain employees of their home agencies but will investigate and prosecute assigned fraud and other crimes committed by aliens within the United States (hereafter referred to as criminal aliens ) for the duration of their appointment under this program. Cross-designated prosecutors may also be assigned cases involving drug or human trafficking committed within the United States. The National Fraud Enforcement Division, Criminal Division, and United States Attorney s Offices will coordinate with selected prosecutor offices on a case-by-case basis to address logistics and any unique local circumstances. This grant program, authorized under Public Law 119-21, Title X, Subtitle A, Part II, Section 100055 (codified at 34 U.S.C. 61101), is intended to strengthen investigative and prosecutorial capacity, expand intergovernmental coordination, and enhance the ability of jurisdictions to investigate and prosecute fraud and other crimes committed by aliens within the United States, as well as investigate and prosecute drug and human trafficking crimes. The program is also intended to increase the availability of cross-designated prosecutorial personnel who can pursue these matters in coordination with federal authorities and contribute to the effective enforcement of applicable criminal laws.

Bureau of East Asian and Pacific Affairs

The overall goal of the project is to strengthen the legal capacity and proficiency of government officials, including policymakers, negotiators, legal experts and practitioners, and other relevant officials from Southeast Asian and Pacific Islands countries concerning the principles and practices of public international law, including, but not limited to, the law of the sea as reflected in the 1982 Law of the Sea Convention and maritime boundary treaty law and negotiations.

The COPS Office seeks to expand law enforcement accreditation through this Notice of Funding Opportunity (NOFO). Community Policing Development Accreditation Under this funding opportunity, the Office of Community Oriented Policing Services (COPS Office) is seeking to establish new and support existing accreditation bodies in states or territories. Funding will focus on such activities as providing technical assistance to agencies, defraying or underwriting accreditation costs, improving customer service and marketing, and developing user-friendly policy templates.

Bureau of International Narcotics-Law Enforcement

Overview: The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications addressing cybercrime and cyber-enabled crimes. Projects should focus on combating cyber intrusions, online fraud, online-facilitated drug trafficking, digital piracy, and the criminal misuse of cryptocurrency and virtual assets to carry out projects to combat cybercrime and cyber-enabled crimes harming American communities and businesses, specifically focusing on cyber intrusions, online fraud, online-facilitated drug trafficking, digital piracy, and the criminal misuse of cryptocurrency and virtual assets. These crimes represent a rapidly evolving, cross-border threat that directly undermines U.S. national and economic security and harms an estimated one in four American households according to a 2018 Gallup survey. Criminals increasingly exploit the pseudonymous and borderless nature of virtual assets to launder proceeds, evade law enforcement, and victimize Americans at scale across all of these typologies. These trends have produced large-scale financial losses and growing harm to Americans, prompting President Trump's March 2026 Executive Order to strengthen efforts against cybercrime targeting U.S. families, businesses, and critical infrastructure.
