The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Weatherization and Intergovernmental Office, a Funding Opportunity Announcement entitled 'Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands'. Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. In an effort to foster a more holistic engagement by the Department with Tribes on energy issues, the EERE Tribal Energy Program is coordinating with DOE?s Office of Indian Energy Policy and Programs to develop funding opportunities and provide technical assistance to Tribes. In support of these programs? objectives, EERE intends to solicit applications from Indian Tribes, Tribal Energy Resource Development Organizations and Tribal Consortia to: (1) install clean energy and energy efficiency retrofit projects for tribal buildings; and (2) deploy clean energy systems on a community-scale. (DE-FOA-0001594) This FOA supports the establishment of a Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing. This Institute will enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle energy consumption and carbon emissions associated with industrial-scale materials production and processing through the development of technologies for reuse, recycling, and remanufacturing of materials. Solving this enormous and currently unmet challenge could significantly reduce U.S. primary energy usage and greenhouse gas emissions in the industrial sector, which represents a particularly challenging sector to decarbonize, and improve U.S. manufacturing competiveness in the process. Analysis shows that the development and deployment of cost effective new technologies to enable significant reductions in the life-cycle embodied energy and carbon emissions for materials production in the US economy relative to the use of primary feedstocks could offer energy savings on the order of 1.6 quadrillion BTU (quads) annually across four classes of waste materials - metals, fibers, polymers, and e-waste. The resulting Clean Energy Manufacturing Innovation Institute is expected to be a Department of Energy supported Institute participating in the interagency National Network for Manufacturing Innovation (NNMI) program. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Fuel Cell Technologies Office (FCTO), a Funding Opportunity Announcement (FOA) entitled Hydrogen and Fuel Cell Technologies Research, Development, and Demonstrations . The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. Fuel cells powered by hydrogen from renewable or low-carbon resources can lead to substantial energy savings and reductions in imported petroleum and carbon emissions. FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and greenhouse gas (GHG) emissions. FCTO accomplishes its goals by adopting a technology-neutral approach toward research, development and demonstration (RD&D) to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and other barriers such as hydrogen codes and standards. The central mission of FCTO is to enable the widespread commercialization of a portfolio of hydrogen and fuel cell technologies through applied RD&D, and diverse efforts to overcome institutional and market challenges. Fuel cells can address our critical energy challenges in all sectors: transportation, commercial, residential, and industrial. They can use diverse fuels, including biomass-based fuels, natural gas, and hydrogen produced from renewable resources. FCTO s focus is primarily transportation and light-duty passenger vehicles utilizing hydrogen as an energy carrier. These areas will have the greatest impact in terms of GHG and petroleum reduction and they are aligned with the President s goals and Climate Action Plan. However, FCTO also supports a range of other applications, including near-term markets such as distributed primary and backup power, lift trucks, and portable power; mid-term markets such as residential combined-heat-and-power (CHP) systems, and auxiliary power units; and longer-term markets such as fleet vehicles. This FOA will provide funding to meet FCTO s goals for Hydrogen Production and Delivery, Hydrogen Storage, Fuel Cell Technologies, Technology Validation, Manufacturing, and Analysis Programs. More detailed descriptions of the FCTO Programs, including technical and cost targets, can be found in the Multi-Year Research, Development and Demonstration Plan (MYRD&D) at http://energy.gov/eere/fuelcells/downloads/fuel-cell-technologies-office-multi-year-research-development-and-22. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Wind and Water Power Technologies Office (WWPTO), a Funding Opportunity Announcement (FOA) entitled ?Technology Incubator for Wind Energy Innovations?. EERE is an organization focused on achieving aggressive and well-defined mid-to-long term clean energy goals for the United States of America. In that context, EERE has established multi-year plans and roadmaps. EERE focuses the majority of its resources on a limited number of "highest probability of success" pathways/approaches to ensure that the program initiatives are supported at a critical mass (both in terms of dollars and time) for maximum impact. This roadmap-based approach is one of EERE's greatest strengths, which can create challenges in recognizing and exploring unanticipated, game changing pathways/approaches which may ultimately be superior to the pathways/approaches on our existing roadmaps. To enhance the responsiveness of the roadmap approach, EERE is issuing "Incubator" Funding Opportunity Announcements within its existing Offices and programs to support innovative technologies and solutions that could help meet existing goals but are not represented in a significant way in the Offices' existing Multi-Year Program Plans (MYPPs) or current portfolios. The Incubator programs will allow EERE to assess new technologies for their potential to be ?on ramped? to future MYPPs. Successful incubator projects will reduce the risk associated with potentially breakthrough approaches and technologies so that they could be viable candidates for inclusion in future program roadmaps. The planned ?Technology Incubator for Wind Energy Innovations? FOA continues the work of the Wind Program within EERE, and supports the long-term goals of WWPTO, which include: ?Lower the Levelized Cost of Energy (LCOE) of land-based utility-scale wind energy systems from 2011 reference costs1 of 7.2 ?/kWh (cents per kilowatt hour) to 4.2 ?/kWh by 2030 ?Lower LCOE of fixed-bottom offshore utility-scale wind energy systems from 2011 reference costs1 of 22.5 ?/kWh to 13.7 ?/kWh by 2030. The FOA encompasses applications for any and all ideas that have a significant potential to advance the mission of the Wind Program. All high-impact applications will be considered. Notice of Intent to Issue: Funding Opportunity Announcement No. DE-FOA-0001660 - Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands - 2016 The Department of Energy s (DOE s) Office of Indian Energy Policy and Programs (Office of Indian Energy) is charged by Congress under the Indian Tribal Energy Development and Self Determination Act of 2005 (Energy Policy Act of 2005 (EPAct 2005)), Title V, 502, codified at 42 USC 7144e and 25 USC 3501 et seq.) , to provide, direct, foster, coordinate, and implement energy planning, education, management, conservation, and delivery programs that (1) Promote Indian tribal energy development, efficiency, and use; (2) Reduce and stabilize energy costs; (3) Enhance and strengthen Indian tribal energy and economic infrastructure relating to natural resource development and electrification; and (4) Bring electric power and service to Indian land and homes for tribal members located on Indian lands or acquired, constructed, or improved (in whole or in part) with Federal funds. 42 USC 7144e(b). Through this planned Funding Opportunity Announcement (FOA), the Office of Indian Energy will be continuing its efforts to maximize the development and deployment of energy solutions for the benefit of American Indians and Alaska Natives and help build the knowledge, skills, and resources needed to implement those energy solutions. Specifically, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native Regional Corporations and Village Corporations) and Tribal Energy Resource Development Organizations to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings (Area of Interest 1); and, (2) Deploy clean energy systems on a community-scale (Area of Interest 2). A critical path to improving energy efficiency for manufacturing is increased automation (enabled by advanced sensors and controls) and integration across the supply chain. However, cybersecurity risks limit increased adoption and implementation of automation, advanced sensors and controls necessary to improve energy efficiency. By improving cybersecurity protection, those risks can be reduced and also catalyze adoption of more energy efficiency technologies in manufacturing.
