Support to Local Capacity-Building and Emergency Response Efforts in Syria

OFDA s mandate is to save lives, alleviate human suffering, and reduce the social and economic impact of disasters worldwide. In order to achieve this goal, USAID/OFDA seeks to fund one or more organization(s) to support the development of local humanitarian organizations operating inside Syria and strengthen their ability to implement successful disaster response activities in conflict-affected communities. This funding opportunity has two distinct but inter-related objectives:Objective 1: Provide local organizations with the ability to strengthen their technical, management, and programmatic skills, to increase the quality of their internal operations and their standards of work on the ground, and;Objective 2: Through small scale grants, support local NGOs in responding to emergency needs throughout Syria.Under this APS, OFDA will consider applications for the establishment of a capacity-building program to strengthen the organizational capacity of local organizations and an umbrella mechanism whereby sub-awardees can address the urgent humanitarian needs of populations affected by the conflict. Pre-Solicitation Notice - Global Reconciliation Fund - People-to-People (P2P) Peacebuilding

The purpose of this pre-solicitation notice is to notify prospective applicants that the United States Agency for International Development (USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance, Office of Conflict Management and Mitigation (DCHA/CMM) intends to issue a Request for Applications (RFA) in March of 2017 to support people-to-people (P2P) conflict mitigation and reconciliation programs and activities that bring together individuals of different ethnic, religious, or political backgrounds from areas of civil conflict and war. The objective of this planned funding opportunity is to make significant strides in the overall goal of conflict mitigation, peace, and reconciliation through the implementation of P2P activities in selected eligible conflict-affected countries. People-to-People (P2P) programs are one approach among many for conflict prevention, mitigation, and management. While a range of programs and approaches may be considered P2P in nature, most entail bringing together representatives of conflict-affected groups to interact purposefully in a safe space. This type of work can address divisions within a community that may be rooted in group differences such as ethnicity, religion, status, class, or political affiliation. P2P programs generally address patterns of prejudice and demonizing that reinforce the perceived differences between groups and hinder the development of relationships among parties to a conflict. The aim is to create opportunities for a series of interactions between conflicting groups in the community or broader society to promote mutual understanding, trust, empathy, and resilient social ties. The diversity of P2P approaches to conflict mitigation is wide and can encompass peacebuilding and conflict-sensitive development approaches. Each USAID Mission is unique in how it seeks to utilize P2P programming to address underlying conflict dynamics and how P2P programming can best complement other existing peacebuilding or conflict-sensitive approaches already being implemented on the ground. Sequestration Notice to Grantees

Dear Recipient - As you are likely aware, due to the failure of Congress to reach a deal on balanced deficit reduction to avoid sequestration, the President on March 1, 2013, as required by law, issued a sequestration order canceling approximately $85 billion in budgetary resources across the Federal government for the remainder of the Federal fiscal year. As partners with the United States Agency for International Development (USAID), we are writing to provide you with timely and clear information about how these unfortunate budget cuts impact us, and in turn what it may mean for funds provided to USAID assistance recipients. At this time, USAID is taking every step to mitigate the effects of these cuts, but based on our initial analysis, it is possible that your organization s workforce, revenue, and planning processes may be affected. For example, USAID may determine it necessary to reduce current or future funding of your agreement or completely terminate your assistance agreement. To the extent that your agreement is affected due to these budget cuts, you will be contacted by the appropriate USAID Agreement Officer with additional details.
