ARPA-E funds research on, and the development of, transformative science and technology solutions to address the energy and environmental missions of the Department. The agency focuses on technologies that can be meaningfully advanced with a modest investment over a defined period of time in order to catalyze the translation from scientific discovery to early-stage technology. Existing energy technologies generally progress on established “learning curves” where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E will provide support at the highest funding level only for submissions with significant technology risk, aggressive timetables, and careful management and mitigation of the associated risks. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive – that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. ARPA-E funds applied research and development (R&D). The Office of Management and Budget defines “applied research” as an “original investigation undertaken in order to acquire new knowledge…directed primarily towards a specific practical aim or objective” and defines “experimental development” as “creative and systematic work, drawing on knowledge gained from research and practical experience, which is directed at producing new products or processes or improving existing products or processes.” Applicants interested in receiving financial assistance for basic research (defined by the Office of Management and Budget as “experimental or theoretical work undertaken primarily to acquire new knowledge of the underlying foundations of phenomena and observable facts”) should contact the DOE’s Office of Science (http://science.energy.gov/). In addition to research, awardees will engage with ARPA-E, fellow awardees, investors, and other government stakeholders through dedicated events, meetings, and mentorship activities. Both programs currently collaborate with the City of New Rochelle and New Rochelle High School. The New Rochelle Environmental Justice Initiative will expand these programs to create a comprehensive environmental justice effort targeting air and water quality. The project will involve youth and community members in community-led research on local air and water quality. Following the research, we will engage and educate the public on the findings, aiming to raise awareness and develop collaborative, community-driven solutions for clean and green infrastructure. By integrating community-based research with policy development, the initiative empowers residents to advocate for the identified solutions in partnership with local officials. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Fuel Cell Technologies Office (FCTO), a Funding Opportunity Announcement (FOA) entitled Fuel Cell Technologies Office Annual FOA . The FCTO is a key component of the Department of Energy s (DOE) EERE portfolio. Fuel cells powered by hydrogen from renewable or low-carbon resources can lead to substantial energy savings and reductions in imported petroleum and carbon emissions. The FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions through research, development and demonstration (RD&D) to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. It is anticipated that the FOA will include 4 topics that are detailed below. The first 3 topics will leverage FCTO s national lab consortia launched under the DOE Energy Materials Network (EMN) in FY16, in support of the President s Materials Genome Initiative and advanced manufacturing priorities. Consortia that will be leveraged include: ElectroCat, HydroGEN, and HyMARC (additional information is below). Applicants will be encouraged to leverage consortia capabilites in their research, and share research results with consortia data portals. Interested applicants are encouraged to explore consortia capabilites, and interface with consortia steering committees prior to the release of the FOA. To help facilitate this, FCTO plans to hold webinars and/or weekly public teleconferences with technical representatives from each consortium in the coming weeks, wherein interested applicants can ask questions about the consortia s capabilities. These webinars and teleconferences will be open to the public and their recordings will be publically posted to ensure everyone has the same access. The Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy) intends to issue a Funding Opportunity Announcement entitled Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands . Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. In support of the offices objectives, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native regional and village corporations), Tribal Energy Resource Development Organizations and Tribal Consortia to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings ( Area of Interest 1); and (2) Deploy clean energy systems on a community-scale (Area of Interest 2). Under the planned FOA, the Office of Indian Energy will only consider applications from an eligible Indian Tribe (including Alaska Native regional corporations and Alaska village corporations), Tribal Energy Resource Development Organization, or Tribal Consortium (group of organization, one of which is an eligible Indian Tribe who submits the application on behalf of the consortium) on whose Indian Land the project will be located. Applications from a consortium of Indian Tribes will be accepted but must be submitted by a single Indian Tribe acting as the Applicant representing the Consortium. Applications may also be submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, provided evidence of that authority is supplied as part of the application. A Tribal Council Resolution from each participating Indian Tribe, declaration (or resolution) from each Tribal Energy Resource Development Organization or Tribal Consortium, and a letter of commitment from all other project participants will be required as a part of the application. If an application is being submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, evidence of that authority will be required as part of the application, along with a declaration (or resolution) from the Tribal Organization or Inter-Tribal Organization, and a letter of commitment from all other project participants. All resolutions, declarations and letters of commitment must be specific to the FOA and must include any cost sharing commitments. The purpose of this Notice is to provide potential applicants advance notice that the Office of Indian Energy, on behalf of the DOE, intends to issue a FOA titled, "DE-FOA-0001390 - Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands". NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE. Please do not submit questions or respond to this Notice of Intent. DOE plans to issue the FOA in or around the last calendar quarter in 2015. Notice of Intent to issue Administrative and Legal Requirements Document Announcement (ALRD), titled IRA: Mitigating Emissions from Marginal Conventional Wells

National Energy Technology Laboratory

The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) intends to issue an Administrative and Legal Requirements Document (ALRD) on behalf of the DOE Office of Fossil Energy and Carbon Management (FECM) and in collaboration with U.S. Environmental Protection Agency (EPA), entitled IRA: Mitigating Emissions from Marginal Conventional Wells. NETL anticipates issuing the ALRD in August 2023 with an application availability period of 30 days. The ALRD will be funded by the Clean Air Act (CAA), as amended by the Inflation Reduction Act (IRA). DOE is partnering with EPA to make funds available to States for the purpose of working with operators to voluntarily and permanently plug marginal conventional wells on non-Federal lands, supporting environmental restoration of the well pad, and enhancing industry s and States capacities to monitor methane and other air pollutants from wells. If released, this ALRD is expected to make available up to $350 million for financial assistance in the form of grants to States via a formula. Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Advanced Manufacturing Office (AMO), a Funding Opportunity Announcement (FOA) entitled "Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing." (DE-FOA-0001594) This FOA supports the establishment of a Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing. This Institute will enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle energy consumption and carbon emissions associated with industrial-scale materials production and processing through the development of technologies for reuse, recycling, and remanufacturing of materials. Solving this enormous and currently unmet challenge could significantly reduce U.S. primary energy usage and greenhouse gas emissions in the industrial sector, which represents a particularly challenging sector to decarbonize, and improve U.S. manufacturing competiveness in the process. Analysis shows that the development and deployment of cost effective new technologies to enable significant reductions in the life-cycle embodied energy and carbon emissions for materials production in the US economy relative to the use of primary feedstocks could offer energy savings on the order of 1.6 quadrillion BTU (quads) annually across four classes of waste materials - metals, fibers, polymers, and e-waste. The resulting Clean Energy Manufacturing Innovation Institute is expected to be a Department of Energy supported Institute participating in the interagency National Network for Manufacturing Innovation (NNMI) program. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Fuel Cell Technologies Office (FCTO), a Funding Opportunity Announcement (FOA) entitled Hydrogen and Fuel Cell Technologies Research, Development, and Demonstrations . The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. Fuel cells powered by hydrogen from renewable or low-carbon resources can lead to substantial energy savings and reductions in imported petroleum and carbon emissions. FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and greenhouse gas (GHG) emissions. FCTO accomplishes its goals by adopting a technology-neutral approach toward research, development and demonstration (RD&D) to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and other barriers such as hydrogen codes and standards. The central mission of FCTO is to enable the widespread commercialization of a portfolio of hydrogen and fuel cell technologies through applied RD&D, and diverse efforts to overcome institutional and market challenges. Fuel cells can address our critical energy challenges in all sectors: transportation, commercial, residential, and industrial. They can use diverse fuels, including biomass-based fuels, natural gas, and hydrogen produced from renewable resources. FCTO s focus is primarily transportation and light-duty passenger vehicles utilizing hydrogen as an energy carrier. These areas will have the greatest impact in terms of GHG and petroleum reduction and they are aligned with the President s goals and Climate Action Plan. However, FCTO also supports a range of other applications, including near-term markets such as distributed primary and backup power, lift trucks, and portable power; mid-term markets such as residential combined-heat-and-power (CHP) systems, and auxiliary power units; and longer-term markets such as fleet vehicles. This FOA will provide funding to meet FCTO s goals for Hydrogen Production and Delivery, Hydrogen Storage, Fuel Cell Technologies, Technology Validation, Manufacturing, and Analysis Programs. More detailed descriptions of the FCTO Programs, including technical and cost targets, can be found in the Multi-Year Research, Development and Demonstration Plan (MYRD&D) at http://energy.gov/eere/fuelcells/downloads/fuel-cell-technologies-office-multi-year-research-development-and-22.
