The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions by adopting a technology neutral approach towards applied research, development, and demonstration to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. Mine Safety and Health Administration

<p>The Secretary of Labor, through MSHA, may award grants to State, Tribal, and Territorial Governments (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing State mining laws and regulations, improve State workers’ compensation and mining occupational disease laws and programs, and improve safety and health conditions in the nation’s mines through Federal-State coordination and cooperation.&nbsp;&nbsp;</p> <p><br></p> <p>MSHA encourages State training programs to prioritize health and safety training for new and small mining operations. MSHA also encourages grant recipients to address, in their training and education programs, contract employee safety and occupational health hazards, powered haulage and mobile equipment safety, mine emergency preparedness, mine rescue, electrical safety, training for new and inexperienced miners, managers and supervisors performing mining tasks, and falls from heights.</p> <p><br></p> <p>Applicants are encouraged, where applicable, to support the President’s goals of increasing the discovery and mining of critical minerals, by developing or creating training and compliance assistance programs to assist operators extracting critical minerals, including coal.</p> <p><br></p> <p>The President has declared a National Energy Emergency to discover and mine critical minerals. Executive Order (EO) 14156, Declaring a National Energy Emergency (2025). To increase the response, on March 20, 2025, the President also directed the appropriate federal agencies to take immediate actions to increase mineral production. EO 14241, Immediate Measures To Increase American Mineral Production (2025). In response, the mining industry may experience increases in the reopening of idled mines and developing new mines in the search for these critical minerals. With these increases, new and innovative programs to train new miners or retrain miners for extracting specific critical minerals are vital. The Department of Energy (DOE) published a list of critical materials for energy, <a href="https://www.federalregister.gov/documents/2023/08/04/2023-16611/notice-of-final-determination-on-2023-doe-critical-materials-list" target="_blank" style="color: blue;">Federal Register :: Notice of Final Determination on 2023 DOE Critical Materials List</a>. On May 29, 2025, DOE added metallurgical coal used for steelmaking to the Critical Material list, 90 Federal Register 22711 (2025). The Department of Interior, U.S. Geological Survey, in consultation with other federal agencies published the list of critical minerals, <a href="https://www.usgs.gov/programs/mineral-resources-program/science/what-are-critical-minerals-0" target="_blank" style="color: blue;">What are Critical Minerals? | U.S. Geological Survey (usgs.gov)</a>. Moreover, on April 8, 2025, the President amended EO 14241 and declared coal a critical mineral. EO 14261, Reinvigorating America’s Beautiful Clean Coal Industry and Amending EO 14241 (2025). On January 12, 2026, the President extended the National Energy Emergency declared in EO 14156 for another year. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Fuel Cell Technologies Office (FCTO), a Funding Opportunity Announcement (FOA) entitled Fuel Cell Technologies Office Annual FOA . The FCTO is a key component of the Department of Energy s (DOE) EERE portfolio. Fuel cells powered by hydrogen from renewable or low-carbon resources can lead to substantial energy savings and reductions in imported petroleum and carbon emissions. The FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions through research, development and demonstration (RD&amp;D) to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. It is anticipated that the FOA will include 4 topics that are detailed below. The first 3 topics will leverage FCTO s national lab consortia launched under the DOE Energy Materials Network (EMN) in FY16, in support of the President s Materials Genome Initiative and advanced manufacturing priorities. Consortia that will be leveraged include: ElectroCat, HydroGEN, and HyMARC (additional information is below). Applicants will be encouraged to leverage consortia capabilites in their research, and share research results with consortia data portals. Interested applicants are encouraged to explore consortia capabilites, and interface with consortia steering committees prior to the release of the FOA. To help facilitate this, FCTO plans to hold webinars and/or weekly public teleconferences with technical representatives from each consortium in the coming weeks, wherein interested applicants can ask questions about the consortia s capabilities. These webinars and teleconferences will be open to the public and their recordings will be publically posted to ensure everyone has the same access. This notice of intent (NOI) is issued so that interested parties are aware of the EERE s intention to issue this FOA in the near term. EERE plans to issue the FOA in the fall of 2016 via the EERE Exchange website https://eere-exchange.energy.gov/. The Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy) intends to issue a Funding Opportunity Announcement entitled Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands . Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. In support of the offices objectives, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native regional and village corporations), Tribal Energy Resource Development Organizations and Tribal Consortia to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings ( Area of Interest 1); and (2) Deploy clean energy systems on a community-scale (Area of Interest 2). Under the planned FOA, the Office of Indian Energy will only consider applications from an eligible Indian Tribe (including Alaska Native regional corporations and Alaska village corporations), Tribal Energy Resource Development Organization, or Tribal Consortium (group of organization, one of which is an eligible Indian Tribe who submits the application on behalf of the consortium) on whose Indian Land the project will be located. Applications from a consortium of Indian Tribes will be accepted but must be submitted by a single Indian Tribe acting as the Applicant representing the Consortium. Applications may also be submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, provided evidence of that authority is supplied as part of the application. A Tribal Council Resolution from each participating Indian Tribe, declaration (or resolution) from each Tribal Energy Resource Development Organization or Tribal Consortium, and a letter of commitment from all other project participants will be required as a part of the application. If an application is being submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, evidence of that authority will be required as part of the application, along with a declaration (or resolution) from the Tribal Organization or Inter-Tribal Organization, and a letter of commitment from all other project participants. All resolutions, declarations and letters of commitment must be specific to the FOA and must include any cost sharing commitments. The purpose of this Notice is to provide potential applicants advance notice that the Office of Indian Energy, on behalf of the DOE, intends to issue a FOA titled, "DE-FOA-0001390 - Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands". NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE. Please do not submit questions or respond to this Notice of Intent. DOE plans to issue the FOA in or around the last calendar quarter in 2015. In order to be notified when a FOA is issued and to be able to submit an application, prospective applicants must first register and create an account on the EERE eXCHANGE website. National Energy Technology Laboratory

The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) intends to issue an Administrative and Legal Requirements Document (ALRD) on behalf of the DOE Office of Fossil Energy and Carbon Management (FECM) and in collaboration with U.S. Environmental Protection Agency (EPA), entitled IRA: Mitigating Emissions from Marginal Conventional Wells. NETL anticipates issuing the ALRD in August 2023 with an application availability period of 30 days. The ALRD will be funded by the Clean Air Act (CAA), as amended by the Inflation Reduction Act (IRA). DOE is partnering with EPA to make funds available to States for the purpose of working with operators to voluntarily and permanently plug marginal conventional wells on non-Federal lands, supporting environmental restoration of the well pad, and enhancing industry s and States capacities to monitor methane and other air pollutants from wells. If released, this ALRD is expected to make available up to $350 million for financial assistance in the form of grants to States via a formula.
