Department of Housing and Community Development

The HOME Program is a federal formula grant program that provides annual allocations to states to increase and preserve the supply of decent, safe, and sanitary affordable housing specifically for serving low-income [at or below 80 percent (80%) of Area Median Income (AMI)] and very low-income [at or below 50 percent (50%) of AMI] households.  This NOFA is to make available unclaimed HOME 2024 NOFA Program Activities funding, on an over-the-counter basis, until the next HOME Program Activities NOFA is released or funds are exhausted.  With this funding, the Department will award HOME funds to eligible applicants on a first-come, first-served basis, in the form of loans/grants to fund Program Activities including first-time homebuyer programs, owner-occupied rehabilitation programs, and tenant-based rental assistance programs.

The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions by adopting a technology neutral approach towards applied research, development, and demonstration to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. This Funding Opportunity Announcement (FOA) covers a broad spectrum of the FCTO portfolio with 4 Areas of Interest (AOI): AOI 1: Research and development (R&D) for hydrogen fuel technologies AOI 2: Demonstration and deployment for manufacturing technologies and Climate Action Champions AOI 3: R&D within Consortia for fuel cell performance and durability and hydrogen storage materials AOI 4: Cost and performance analyses for hydrogen production and delivery, hydrogen storage, and fuel cells Submission schedules, cost sharing requirements, eligibility information, applicant requirements (including whether or not a Concept Paper is required), etc. vary by AOI. This anticipated NOFO is intended to fund demonstration projects that test and scale the use of automation, robotics, and artificial intelligence in factory-built housing to help build homes faster, at lower cost, and in ways that can meaningfully increase housing supply.Awards are expected to be made as cooperative agreements, which means HUD will be actively involved throughout the project period. PD&amp;R will provide technical guidance and oversight to help ensure projects are well designed, aligned with program goals, and able to generate lessons that can be applied more broadly across the housing industry.HUD is especially interested in projects that use automation, robotics, or AI at specific stages of the factory-built housing process, whether onsite or offsite. Eligible approaches may include panelized systems, modular construction, or fully volumetric homes. Projects must show that the proposed technology can produce housing components at a scale sufficient to deliver a defined number of homes and clearly explain how the technology improves construction speed, labor efficiency, quality, or cost.The overall goal of this NOFO is to support technologies that can move beyond a single pilot and be scaled for wider use, contributing to long-term increases in housing supply. Applicants should explain how their project bridges the gap between early development and commercial use and should quantify expected affordability benefits, such as reduced construction time or labor needs. The program supports Administration priorities to lower housing costs and expand housing supply and requires projects to follow principles of Gold Standard Science.
