What is an infrastructure or public works grant?
An infrastructure grant is funding awarded to build, repair, or upgrade public works — roads, bridges, sidewalks, transit, drinking water and wastewater systems, stormwater, and broadband. The largest federal sources are the U.S. Department of Transportation (USDOT) for surface transportation and the EPA's water-infrastructure programs (the State Revolving Funds and WIFIA), supercharged in recent years by the Bipartisan Infrastructure Law (BIL/IIJA). State DOTs and state water and sewer programs re-grant much of that money to local governments.
Who can apply for infrastructure funding?
Most infrastructure grants are open to units of local government — towns, cities, counties, and special districts such as municipal water, sewer, and transportation authorities, plus regional planning commissions and metropolitan planning organizations. Some programs flow as competitive federal awards directly to local governments; many more reach local projects through state DOTs and state water/wastewater programs that administer and re-grant the federal dollars. Eligibility and application windows are set by each program.
What can infrastructure grants pay for?
Eligible uses include road and bridge construction and rehabilitation, paving and culvert work, sidewalks and complete-streets safety projects, transit, drinking water and wastewater treatment-plant and water-main upgrades, sewer and stormwater systems, broadband construction, and the planning and engineering that precedes a capital project. USDOT programs fund surface transportation; EPA water programs fund drinking water and clean water; many state and local programs fund the local match and smaller projects. Each program sets its own allowable costs.
When are infrastructure grant applications due?
Federal USDOT and EPA water programs run on their own notice-of-funding cycles, while state DOT and state water/sewer programs have their own windows.
