This cooperative agreement strives to empower states and territories to own and effectively manage their flood risk and reduce exposure, disaster costs, and recovery demands by providing planning flexibility, tools and best practices, and FEMA expertise to support implementation of their NFIP programs.&nbsp;</p><p><br></p><p>This cooperative agreement funds NFIP Coordinating Agencies to conduct specific activities in support of NFIP administration and enables independent investment to build capacity and capability in line with the provisions set forth in 44 C.F.R. § 60.25.</p>

Administration for Children & Families - ACYF/FYSB

The Basic Center Program (BCP) provides temporary, emergency shelter; and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCPs provide youth under 18 years of age with food, clothing, counseling and referrals for health care. BCPs can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.

Administration for Children & Families - ACYF/FYSB

The Personal Responsibility Education Program-Innovative Strategies (PREIS) builds the evidence base for adolescent pregnancy prevention interventions that are effective with high risk and vulnerable youth populations and addresses gaps with new promising program models. PREIS funds rigorous impact evaluations of innovative youth pregnancy prevention interventions that target services to high-risk, vulnerable, and culturally under-represented youth populations, including youth in foster care/child welfare settings, juvenile justice, victims of trafficking, youth who have runaway or experience homelessness, youth with HIV/AIDS, expectant youth who are under 21 years of age and their partners, parenting youth who are under 21 years of age and their partners, and youth residing in areas with high birth rates for youth. Projects must implement at least three of the six congressionally mandated adulthood preparation subjects (APS) which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Projects are required to conduct rigorous impact evaluations (randomized controlled trials or quasi-experimental design studies with assignment to treatment or control group). PREIS evaluations must be conducted by an independent, third-party evaluator.Interventions to be evaluated under this funding opportunity are expected to have compelling, positive preliminary evidence from previous research, but have not been evaluated through a randomized control trial or quasi-experimental design. Interventions must have a well-described theory of change, with intervention materials already developed.

The Continuum of Care (CoC) Program is designed to:promote a community-wide commitment to the goal of ending homelessness;provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to, or fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness;promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; andoptimize self-sufficiency among individuals and families experiencing homelessness.The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population to be served by the demonstration program is youth ages 24 and younger who are experiencing homelessness, including unaccompanied and pregnant or parenting youth.

The overall purpose of the Older Adult Home Modification Program (OAHMP) is to assist experienced nonprofit organizations, state and local governments, and public housing authorities in undertaking comprehensive programs that make safety and functional home modification repairs and renovations to meet the needs of low-income seniors. The goal of the home modification program is to enable low-income elderly persons to remain in their homes through low-cost, low barrier, high impact home modifications to reduce older adults" risk of falling, improve general safety, increase accessibility, and to improve their functional abilities in their home. This will enable older adults to remain in their homes, that is, to "age in place," rather than move to nursing homes or other assisted care facilities.

The purpose of the Lead Hazard Reduction (LHR) Grant Program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, Native American Tribes, cities, counties/parishes, or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing, which must be target housing. <p>Federally recognized Indian Tribes, local government entities, and nonprofit organizations that are qualified to acquire and manage land may apply for up to $1,000,000 for the fee simple acquisition of private forest land in portions of the Lake Superior Basin of Michigan and Wisconsin. Projects submitted for funding consideration must be forested properties at least five acres in size that are threatened by conversion to non-forest uses and that provide community benefits including economic, environmental, educational, and recreational benefits. An additional focus of this opportunity is to protect, enhance and increase resilience of habitats necessary for sustaining native aquatic and terrestrial species important to the Lake Superior ecosystem. This NOFO is a call to action in response to the mental health crisis in the United States. We seek applications that will study methods to increase access to evidence-based interventions and services for youth mental health, including those living in rural areas, inner cities, and other under-resourced areas, and youth experiencing housing and food insecurities and out-right homelessness. Applications should address research related to optimizing assessment, intervention and service strategies, overcoming challenges related to the workforce shortage, wait lists for treatment, integration of treatment and preventive interventions into settings where people are most likely to be best identified as needing care (eg: schools, social service, pediatric medicine and justice), and service interventions that address systemic barriers to access and quality of mental health care (structural, policy, organizational, value (cost/financing), management).
