THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This notice is not a request for competitive proposals. The U. S. Fish and Wildlife Service (Service) intends to award a grant agreement to the National Audubon Society under authority of CFDA 15.655 and the Fish and Wildlife Conservation Act of 1980, as amended in 1988. The Service proposes to provide financial assistance to model the effects of future climate change on bird distribution and their status in the lower 48 states. The impacts of climate change on birds and ecosystems in North American are already evident, and are likely to accelerate. Audubon has already developed and tested the modeling system for forecasting how bird species will respond geographically to future changes in climate in California. This continuing effort will examine more than 600 species of birds and produce more than 100 predictive scenarios for each species, resulting in more than 600,000 data layers for birds. The purpose of this project is to provide information critical to the design and implementation of management and conservation strategies that will be used by all the Landscape Conservation Cooperatives. A determination by the Government not to compete is this proposed assistance based upon Departmental Manual 505DM2, paragraph 2.14 (B) (2) is solely within the discretion of the Fish and Wildlife Service.
