<p>SBSRF, authorized by the One Big Beautiful Bill Act of 2025 (Public Law 119-21), was established to address the urgent need for robust and adaptable border security solutions at the state and local levels. SBSRF is a flexible hybrid program designed to reinforce the nation’s border by empowering states and local governments to meet evolving security challenges.</p><p><br></p><p>Program objectives include:</p><p>• Construction or deployment of a border wall, border barrier, or buoys along the southern border&nbsp;of the United States.</p><p>• Any work necessary to prepare the ground at or near land borders to allow construction and maintenance of a border barrier</p><p>• Detection and interdiction of illicit substances and aliens who have unlawfully entered the United States and have committed a crime under Federal, State, or local law.</p><p>• Relocation of aliens who are unlawfully present in the United States from population centers to other domestic locations.</p>

U.S. National Science Foundation

Science of Learning and Augmented Intelligence (SL) supports potentially transformative research that develops basic theoretical insights and fundamental knowledge about principles, processes and mechanisms of learning, and about augmented intelligence &mdash; how human cognitive function can be augmented through interactions with others or with technology, or through variations in context. The program supportsresearch addressing learning in individuals and in groups, across a wide range of domains at one or more levels of analysis, including molecular and cellular mechanisms; brain systems; cognitive, affective and behavioral processes; and social and cultural influences. The program also supports research on augmented intelligence that clearly articulates principled ways in which human approaches to learning and related processes, such as in design, complex decision-making and problem-solving, can be improved through interactions with others or through the use of artificial intelligence in technology. These could include ways of using knowledge about human functioning to improve the design of collaborative technologies that have the capacity to learn to adapt to humans. For both aspects of the program, there is special interest in collaborative and collective models of learning and intelligence that are supported by the unprecedented speed and scale of technological connectivity.This includes emphasis on how people and technology working together in new ways and at scale can achieve more than either can attain alone. The program also seeks explanations for how the emergent intelligence of groups, organizations and networks intersects with processes of learning, behavior and cognition in individuals. Projects that are convergent or interdisciplinary may be especially valuable in advancing basic understanding of these areas, but research within a single discipline or methodology is also appropriate.Connections between proposed research and specific technological, educational and workforce applications will be considered as valuable broader impacts but are not necessarily central to the intellectual merit of proposed research. The program supports a variety of approaches, including experiments, field studies, surveys, computational modeling, and artificial intelligence or machine learning methods. Examples of general research questions within scope of Science of Learning and Augmented Intelligence (SL)include: <ul type="disc"> <li>What are the underlying mechanisms that support transfer of learning from one context to another or from one domain to another?How is learning generalized from a small set of specific experiences?What is the basis for robust learning that is resilient against potential interference from new experiences?How is learning consolidated and reconsolidated from transient experience to stable memory?</li> <li>How do human interactions with technologies, imbued with artificial intelligence, provide improved human task performance?What models best describe the interplay of the individual and collaborative processes that lead to co-creation of knowledge and collective intelligence? In what ways do the capacities and constraints of human cognition inform improved methods of human-artificial intelligence collaboration?</li> <li>How can we integrate research findings and insights across levels of analysis, relating understanding of cellular and molecular mechanisms of learning in the neurons, to circuit and systems-level computations of learning in the brain, to cognitive, affective, social and behavioral processes of learning? What is the relationship between assembly of new networks (development) and learning new knowledge in a maturing or mature brain? What concepts, tools (including Big Data, machine learning, and other computational models) or questions will provide the most productive linkages across levels of analysis?</li> <li>How can insights from biological learners contribute and derive new theoretical perspectives to artificial intelligence, neuromorphic engineering, materials science and nanotechnology? How can the ability of biological systems to learn from relatively few examples improve efficiency of artificial systems?How do learning systems (biological and artificial) address complex issues of causal reasoning?How can knowledge about the ways in which humans learn help in the design of human-machine interfaces?</li> </ul>

U.S. Mission to Egypt

<p><span style="color: rgb(28, 33, 39);">The U.S. Department of State's Embassy Cairo announces an open competition to implement a comprehensive mentor program for Egyptian English language instructors that will strengthen English education capacity throughout Egypt while advancing U.S.-Egypt educational partnerships and cross-cultural understanding. This program addresses a critical need: Egyptian English instructors face limited access to modern pedagogical training, contemporary teaching methodologies, and professional development in areas such as AI-enhanced instruction, critical thinking pedagogy, and differentiated learning approaches. This capacity gap directly impacts Egypt's ability to prepare its youth for participation in the global economy and limits opportunities for meaningful people-to-people exchanges that strengthen bilateral relations.</span></p> <p><span style="color: rgb(28, 33, 39);">The program will train 150 Egyptian English language instructors from all governorates across Egypt through an intensive one-week course (56 hours at 8 hours per day) focused on practical applications and best practices in Teaching English to Speakers of Other Languages (TESOL). Core curriculum includes critical thinking strategies for language learning, effective classroom management techniques, supporting learners with different needs and abilities, 21st century skills integration, and AI-enhanced teaching methods and digital literacy. Participants will gain enhanced English language proficiency, develop a nuanced understanding of American culture, and learn the most up-to-date English language teaching methodologies. The program's innovative mentorship component requires each participant to complete 100 hours of documented volunteer work within their communities, providing peer support and guidance to an estimated 1,500+ fellow English teachers across Egypt. This multiplier effect creates sustainable professional learning communities that continue long after the program concludes, representing 35% of total program hours and ensuring lasting impact.</span></p> <p><span style="color: rgb(28, 33, 39);">This program directly advances the Trump Administration's core foreign policy objectives by making America safer, stronger, and more prosperous through strategic educational partnerships. By building English language capacity in Egypt, the program creates lasting partnerships that facilitate trade, cultural exchange, and mutual understanding, all essential components of a prosperous and secure bilateral relationship in a strategically vital region. The program incorporates proven best practices from international education programming: structured mentorship with accountability mechanisms, practical application-focused training, modern pedagogical approaches, geographic representation from across Egypt, and measurable outcomes that demonstrate clear return on investment. Success will be measured through immediate training impact (85% of participants demonstrating measurable improvement in pedagogical knowledge), sustained mentorship impact (100 volunteer hours per participant reaching 1,500+ teachers), enhanced cultural understanding (90% reporting increased knowledge of American educational values), and technology integration (80% implementing AI-enhanced techniques within six months). Eligible applicants include educational organizations, non-governmental organizations, and institutions with demonstrated experience in teacher training and capacity building. Fish and Wildlife Service

Tribal Wildlife Grants provide technical and financial assistance to federally recognized Tribes for the development and implementation of programs that benefit fish and wildlife and their habitats. Funding may be used for conserving any plant or animal species of interest to a Tribe, including those of Native American cultural or traditional importance. The grants are an adaptable resource supporting tribal conservation priorities. Administration for Children & Families - ACYF/FYSB

Tribal PREP competitively funds projects that educate American Indian/Alaska Native (AI/AN) youth ages 10-19, and expectant and parenting youth under age 21, on both abstinence and contraception for the prevention of pregnancy, sexually transmitted infections (STIs), and HIV and promote successful transition of youth to adulthood through education on key adulthood preparation subjects (APS). Projects must implement at least three of the six congressionally mandated APS which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Additionally, projects must 1) replicate evidence-based effective programs or substantially incorporate elements of effective programs that have been proven on the basis of rigorous scientific research to change behavior within the AI/AN tribal communities, which means delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy among youth; 2) be medically-accurate and complete; 3) provide age-appropriate information and activities; and, 4) be provided in the cultural context that is most appropriate for AI/AN youth.

Administration for Children & Families - ACYF/FYSB

This NOFO is modified. Changes are made to Step 1: Review the Opportunity, Eligibility: Locality restrictions. The state of New Hampshire was added. The Title V Competitive SRAE program competitively funds projects to implement sexual risk avoidance education that teaches youth ages 10-19 how to voluntarily refrain from non-marital sexual activity. Projects must: 1) use medically accurate information referencing peer-reviewed publications by educational, scientific, governmental, or health organizations; 2) implement an evidence-based approach integrating research findings with practical strategies that align with the needs and desired outcomes for the intended audience; 3) teach the benefits associated with personal responsibility, self-regulation, goal setting, healthy decision making, and a focus on the future; 4) discourage sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use; 5) be culturally appropriate, recognizing the experiences of youth from diverse communities, backgrounds, and experiences; 6) normalize avoiding non-marital sexual activity; and 7) be age-appropriate. This opportunity supports the development and implementation of such projects in states that do not accept FY 2026 allocations for Title V State SRAE.

<p>The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for approximately five cooperative agreements to support the staff expenses and overhead costs of the FY 2027 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs). Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The IVLP advances America First national security priorities and builds long-term relationships between Americans and international leaders in government, business, academia, and other fields. Recipients design and implement customized short-term visits to the United States for current and emerging leaders from around the world. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. Bureau of Land Management

The BLM and its partners inventory and mitigate abandoned mine hazards to protect public health and safety and the environment, and restore watersheds for recreation, fish, wildlife and domestic animals, manage air quality for the protection of public health and sensitive ecosystems, and return lands to productive uses including, but not limited to, recreation, fish and wildlife habitat, and preservation of historical/cultural resources. Extractive industry activities of the past, including underground and surface mining have contributed to degradation of natural resources. Unrestored sites pose a threat to the safety and health of public land users, as well as to wildlife, biota, groundwater, surface water, and soil resources.Inventory and mitigation measures are implemented through core programs such as the Abandoned Mine Lands (AML) program, which addresses physical safety hazards and contamination posing risks to human health and/or the environment. The BLM estimates there are over 160,000 abandoned mine features located on BLM-administered lands, many of which will need to be addressed further.The AML program identifies and inventories abandoned hardrock mines, prioritizes those mines that pose a risk to public safety, human health, and the environment, and seeks funding to address those high-risk mine features and sites. Specifically, the AML program addresses physical safety hazards through performing NEPA, including cultural and biological surveys, a variety of closure methods including fencing, signing, back-filling, installation of bat-friendly grates, etc., and addresses risks to human health and the environment through a variety of removal and remedial response actions. The AML program also work to restore abandoned hardrock mines sites and restore the Nation's watersheds impacted by abandoned mines through a risk-reduction based watershed approach that uses partnerships to effectively leverage funding and facilitate projects; and reduces environmental degradation caused by abandoned mines to ensure compliance with all applicable soil, water, and air quality standards, and applicable Federal, State, Tribal, and local laws and regulations. For the NRDAR program, and any actions taken pursuant to BLM"s authority under the Comprehensive Environmental Response, Compensation and Liability Act, potentially responsible parties must be investigated.The BLM seeks to develop partnerships with States, local governments, Tribal Nations, and voluntary environmental and citizen groups. The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to National Park Service (NPS) units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Administration for Children and Families - ORR

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF), invites eligible applicants to submit applications to administer the Placement and Coordination (PC) program. ORR will provide funding to diversify providers of PC services through awards to eligible organizations not currently implementing the Program of Initial Resettlement (PIR). New providers will strengthen the national resettlement framework by contributing unique innovations and perspectives.PC providers will be responsible for administering services including the Program of Initial Resettlement (PIR) and Intensive Case Management (ICM) through one or more local service providers. Through PIR, PC providers will review refugee case profiles assigned by ORR, conduct outreach to identified U.S. ties, and confirm case placement locations. PC providers will either serve cases directly or place them with local resettlement providers (LRPs) in their network. After the refugee arrives, the LRP will assume responsibility for providing PIR services for 30 to 90 days after arrival in the United States, based on self-sufficiency needs of the case. Examples of services include airport pickup upon initial arrival, securing and furnishing housing, benefits applications, referrals, provision of cultural orientation, and provision of direct assistance. Through ICM, providers will serve individuals with significant vulnerabilities that create barriers to assimilation and self-sufficiency for a service period of six to 12 months, or 12 to 24 months for individuals with long-term physical or mental health conditions or disabilities. Examples of services include regular case management discussions, psychosocial support, and connections to external sources of assistance.

<p>The purpose of the Feral Swine Eradication and Control Project (FSCP) is to respond to the threat feral swine pose to agriculture, native ecosystems, and human and animal health. Feral swine are a destructive, non-native, invasive species and their populations have expanded across the United States since the 1980’s. Over an estimated $3.4 billion in damage, including agricultural, is caused by feral swine each year. The species can have significant negative impacts on plant and animal habitats, soils, water quality, as well as other natural and cultural resources. Livestock and humans are also susceptible to diseases carried by feral swine. The Agriculture Improvement Act of 2018 directs the United States Department of Agriculture (USDA) to carry out the pilot program where the Secretary has determined that feral swine have been identified as such a threat and the One Big Beautiful Bill Act extended this authority. FSCP funding will be available for projects identified by</p><p>USDA in conjunction with State Technical Committees in states determined by the Animal and Plant Health Inspection Service (APHIS) Wildlife Services as having high feral swine densities. Towards this goal, the NCI will support U54 Specialized Centers that together will continue to serve as the hub of the Metastasis Research Network (MetNet). Each MetNet Center should propose an overarching scientific theme that will be pursued through two or three scientific inter- and multidisciplinary basic research projects. The projects should use integrative system level approaches to elucidate and integrate a mechanistic understanding of the non-linear, dynamic, and emergent processes in metastasis. The purpose of the NIDA Animal Genetics Program is to identify genetic, genomic, and molecular (epi)genetic variants that underlie: 1. Phenotypes associated with addictive behaviors and/or vulnerability to distinct stages along the substance use disorders (SUD) trajectory (e.g. initial/acute use, escalation of use, acquisition of tolerance, dependence, uncontrolled use, abstinence and relapse or recovery); 2. Behaviors associated with SUD (e.g. impulsivity, novelty seeking, delayed discounting, and other genetically-associated phenotypes); and 3. Comorbidities that demonstrate genetic correlations with phenotypes and behaviors linked with SUD (e.g. anxiety, stress, poor maternal care, social defeat, and other paradigms). Applications may examine any type of genomic variant, including single nucleotide variants (SNVs), indels, large and small structural variants, and all types of mobile DNA. NIDA encourages applications that take genomics, multi-omics, and/or data-based approaches that integrate multi-level omics data, delineate gene networks, and/or uncover the function of known or newly discovered genetic or epigenetic variants. Other areas of interest include genomics analysis at the circuit level and the application of neuroscience to genomics studies. NIDA expects these studies to uncover novel mechanisms that contribute to various stages across the SUD trajectory and inform future studies about potential targets and therapeutic strategies for addiction.
