Recovery Act NIST Construction Grant Program

The American Recovery and Reinvestment Act of 2009 (Recovery Act) (Public Law 111-5) appropriated $180 million to NIST for a competitive construction grant program for research science buildings. Additional information on the program was provided on page 418 of the Conference Report to accompany House Report 111-16 (Feb. 12, 2009): . . . $180,000,000 shall be for the competitive construction grant program for research science buildings, including fiscal year 2008 and 2009 competitions. Consistent with the Conference Report language NIST intends to issue grant awards for approximately $60 million to unfunded meritorious proposals submitted under the fiscal year 2008 competition and issue grant awards for approximately $120 million under a new fiscal year 2009 competition.The goals and objectives of the program are to provide competitively awarded grant funds for research science buildings through the construction of new buildings or expansion of existing buildings. For purposes of this program, research science building means a building or facility whose purpose is to conduct scientific research, including laboratories, test facilities, measurement facilities, research computing facilities, and observatories. In addition, expansion of existing buildings means that space to conduct scientific research is being expanded from what is currently available for the supported research activities.Consistent with Section 3 of the Recovery Act, the projects undertaken through this program will result in the preservation of jobs and the promotion of economic recovery; the provision of investments needed to increase economic efficiency by spurring technological advances; and the investment in infrastructure that will provide long-term economic benefits. Activities will be commenced as quickly as possible while ensuring prudent management.NIST anticipates funding 8-12 projects with the Federal shares in the $10 million - $15 million range and with a project period of performance of up to five (5) years, although there is an expectation that most of the projects will be completed prior to 5 years. The anticipated start date will be one month after the award is made. The period of performance depends on the construction schedule proposed. Although cost sharing is not required it is encouraged for a proposal to be selected for funding. A cost share of 25% would be viewed favorably, 50% even more favorably.Cost sharing is that portion of the project costs not borne by the Federal government and includes direct and indirect costs. Sources of cost share include cash and third party in-kind contributions. Cash contributions can be from recipient, state, county, city, or other non-Federal sources. Third party in-kind contributions can be made by non-Federal third parties and can include, but are not limited to, equipment and materials and supplies.The purchase of land cannot be used as cost sharing. See also section IV.6. Funding Restrictions.Any cost sharing must be in accordance with the cost sharing or matching provisions of 15 CFR Part 14, Uniform Administrative Requirements for Grants and Cooperative Agreements with Institutions of Higher Education, Hospitals, Other Non-Profit, and Commercial Organizations.As with the Federal share, any costs included as cost share must be allowable under the following applicable Federal cost principles: 1) Institutions of Higher Education: 2 CFR Subtitle A, Chapter II, Part 220 (OMB Circular A-21); and 2) Nonprofit organizations: 2 CFR Subtitle A, Chapter II, Part 230 (OMB Circular A-122).The following projects are unallowable/ineligible under this program:a. Projects to construct or expand a building not intended for performing research or that will predominately be equipped with routine office equipment and/or lecture/class room furnishings.b. Projects to construct facilities that will primarily benefit undergraduate research training programs, rather than the creation of new graduate level research programs, or expanding existing graduate level research programs.c. Projects to construct facilities that will primarily benefit the education of the general public rather than support research activities.d. Projects that include tasks for constructing shell space that will not be completed into research space within the grant will have these tasks removed.

Center for Nanoscale Science and Technology Postdoctoral Researcher and Visiting Fellow Measurement Science and Engineering Program

The National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) is establishing a financial assistance program for awardees to develop and implement with the CNST a Postdoctoral Researcher and Visiting Fellow Measurement Science and Engineering Program. This program is intended to promote research, training, and practical experience in nanoscale science and technology on-site at the CNST, and to advance the CNST s mission to support the development of nanotechnology through research on measurement and fabrication methods, standards and technology, and by operating a state-of-the-art nanofabrication facility, the NanoFab. The primary program objectives are: 1.To advance, through cooperative efforts with one or more universities, research consistent with the mission of NIST, and CNST specifically. See http://www.nist.gov/cnst/ and 15 U.S.C. Sec. 271 et seq. 2.To provide training for the next generation of nanotechnologists by providing recent Ph.D. recipients postdoctoral positions ( Postdoctoral Researchers ) to perform research at the CNST under the mentorship of a CNST Project Leader. The Postdoctoral Researchers must show promise as contributors to the mission of the CNST, and be selected on the basis of ability and of the relevance of the proposed work to the mission of the CNST. 3.To provide advanced training and access to the CNST s expertise and instrumentation by providing practicing scientists and engineers in the public and private sectors visiting senior research positions ( Visiting Fellows ) to perform research at the CNST in collaboration with a CNST Project Leader. The Visiting Fellows must be selected on the basis of ability and on the relevance of the proposed work to the mission of the CNST. 4.To provide Postdoctoral Researchers and Visiting Fellows under this program with professional development opportunities, including travel to relevant workshops and conferences. 5.To encourage U.S. industrial, university, and government scientists to participate in research at the CNST, either in collaboration with the CNST research program or by using the NanoFab, by providing support for travel and local expenses for participants traveling beyond a normal commuting distance to the CNST in Gaithersburg, Maryland.

Professional Research Experience Program (PREP)

The National Institute of Standards and Technology (NIST) announces that the Professional Research Experience Program (PREP) is soliciting applications for financial assistance from accredited colleges and universities to enable those institutions to provide laboratory experiences and financial assistance to undergraduate and graduate students and post-doctoral associates at the NIST, Boulder Laboratories in Boulder, Colorado. In Boulder, NIST carries out programs in five laboratories Electronics and Electrical Laboratory (EEEL), Chemical Science and Technology Laboratory (CSTL), Physics Laboratory (PL), Materials Science and Engineering Laboratory (MSEL), and the Office of the Chief Information Officer (OCIO). The objectives of the PREP are to encourage the growth and progress of science and engineering in the United States by providing research opportunities for students and post-doctoral associates, enabling them to collaborate with internationally known NIST scientists, exposing them to cutting-edge research. The PREP will promote students pursuit of degrees in science and engineering, and post-doctoral associates professional development in science and engineering. The NIST PREP Coordinator and NIST scientists will coordinate with appropriate department chairs, outreach coordinators, and directors of multi-disciplinary academic organizations to identify students and programs that would benefit from the PREP experience. Applicants must be able to ensure the availability of students for on site collaborative research experiences at the NIST Laboratories in Boulder, Colorado, concurrent with their university studies. Any participating student must also be enrolled in an academic program acceptable to both the sponsoring institution and NIST.
