NIST invites proposals from eligible proposers to fund pilot projects under a new Building Construction Technology Extension Program (BCTEP). This pilot program will address increasing energy efficiency in commercial and industrial building operations. This pilot program will focus on re-tuning, which is a systematic semi-automated process of identifying operational problems in commercial and industrial buildings.

The National Institute of Standards and Technology (NIST), United States Department of Commerce (DoC), is soliciting grant proposals for construction of research science buildings. NIST anticipates funding 3-5 projects with the Federal shares in the $10 million - $15 million range and with a project period of performance of up to five (5) years, although there is an expectation that most of the projects will be completed prior to 5 years. The anticipated start date will be one month after the award is made. The period of performance depends on the construction schedule proposed. Non-Federal cost sharing of at least 20 percent of the yearly total allowable project costs is required. Cost sharing does not include unallowable/ineligible costs.

The National Institute of Standards and Technology (NIST), United States (U.S.) Department of Commerce (DoC), is soliciting grant proposals for the construction of new research science buildings or for the expansion of existing buildings to increase the space currently available for supported scientific research activities.For purposes of this Program, research science building means a building or facility whose purpose is for the conduct of scientific research, including laboratories, test facilities, measurement facilities, research computing facilities, and observatories. In addition, expansion of existing buildings means that space to conduct scientific research is being expanded from what is currently available for the supported research activities.The review, selection, and grant award processing is expected to be completed in August 2011. The earliest anticipated start date for awards made under this Announcement of Federal Funding Opportunity is October 1, 2011.

The National Institute of Standards and Technology (NIST) announces that the Professional Research Experience Program (PREP) is soliciting applications for financial assistance from accredited colleges and universities to enable those institutions to provide laboratory experiences and financial assistance to undergraduate and graduate students and post-doctoral associates at the NIST, Boulder Laboratories in Boulder, Colorado. In Boulder, NIST carries out programs in five laboratories Electronics and Electrical Laboratory (EEEL), Chemical Science and Technology Laboratory (CSTL), Physics Laboratory (PL), Materials Science and Engineering Laboratory (MSEL), and the Office of the Chief Information Officer (OCIO). The objectives of the PREP are to encourage the growth and progress of science and engineering in the United States by providing research opportunities for students and post-doctoral associates, enabling them to collaborate with internationally known NIST scientists, exposing them to cutting-edge research. The PREP will promote students pursuit of degrees in science and engineering, and post-doctoral associates professional development in science and engineering. The NIST PREP Coordinator and NIST scientists will coordinate with appropriate department chairs, outreach coordinators, and directors of multi-disciplinary academic organizations to identify students and programs that would benefit from the PREP experience. Applicants must be able to ensure the availability of students for on site collaborative research experiences at the NIST Laboratories in Boulder, Colorado, concurrent with their university studies. Any participating student must also be enrolled in an academic program acceptable to both the sponsoring institution and NIST.

These identity solutions will be awarded through the Federal Funding Opportunity 2013-NIST-NSTIC-02, NSTIC Pilots: Trusted Online Credentials for Accessing Government Services Cooperative Agreement Program. The funding for these pilots and their evaluation is provided by the OMB Partnership for Program Integrity Innovation. Specifically, the Federal government seeks to support evaluation of these pilots for their benefits to the government entities involved and to the users of those government services and to enable adoption of online credentials more broadly for government services. By advancing the knowledge gained by the pilot projects and disseminating broadly to policymakers, state agencies, and the public, the evaluation will assist in moving forward the NSTIC goal of providing the public with more secure online transactions. This cooperative agreement program seeks to support non-Federal efforts to examine identity solution methods and increase public knowledge about the potential effectiveness of various approaches to identity solutions in government services.

NIST invites proposals from eligible applicants to conduct approximately two (2) pilot projects that will inform future NIST investment leading to the development of a network of Manufacturing Technology Acceleration Centers (M-TACs). The emphasis of these pilots will be to demonstrate the conduct of technology transition and commercialization activities with small and mid-sized U.S. manufacturers to foster their readiness to adopt and/or adapt advanced technologies into their manufacturing processes and products. The pilots will specifically focus on addressing the technical and business challenges encountered by small and mid-sized U.S. manufacturers as they attempt to integrate, adopt, transition, and commercialize both existing and emerging product and process technologies into their operations to help them grow and compete within manufacturing supply chains as innovative, value-adding components of our nation s economy.These pilots will be operated by existing Manufacturing Extension Partnership (MEP) Centers and are expected to work in collaboration with other existing resources, including research consortia and institutions such as those operating as part of or in conjunction with the National Network for Manufacturing Innovation (NNMI), state and local technology-based economic development intermediaries, industry associations, industry-university partnerships, and manufacturing organizations. The pilots will create and test business models for potential, future operationalized M-TACs that can scale up on a national level to serve the needs of significant numbers of small and mid-sized manufacturers on the order of thousands on an annual basis. The pilots will also document successes and challenges.
