Recovery Act Measurement Science and Engineering Fellowship Program

The primary program objectives of the NIST Recovery Act Measurement Science and Engineering Fellowship Program are:1. To provide opportunities for scientists and engineers in training to perform research in broad areas of measurement science at NIST through research fellowships called Research Training Fellowships. Research Training Fellowships will be offered to qualified undergraduate students and graduate students at U.S. universities and colleges, and to postdoctoral researchers, in fields of science and engineering that contribute to NIST s measurement science programs. 2. To provide opportunities for practicing scientists and engineers in the public and private sectors to perform research in broad areas of measurement science at NIST through research fellowships called Senior Research Fellowships. Senior Research Fellowships will be offered to qualified scientists and engineers working at U.S. private firms, U.S. non-profit organizations, U.S. universities and colleges, and other organizations in fields of science and engineering that contribute to NIST s measurement science programs.NIST intends this financial assistance program to address both types of opportunities listed above through a single cooperative agreement, or through more than one cooperative agreement.Through the cooperative agreement(s), the program will advance purposes established in Section 3 of the Recovery Act by: creating jobs, promoting economic recovery, providing investments needed to increase economic efficiency by spurring technological advances in science, and by making investments in areas of research that will provide long-term economic benefits. NIST performs a broad range of research, measurements, modeling, and other activities to support its broad measurement science and engineering programs in ten operating units comprising the NIST laboratories: Technology Services (TS, www.ts.nist.gov ), NIST Center for Neutron Research (NCNR, www.ncnr.nist.gov ), NIST Center for Nanoscale Science and Technology (CNST, www.cnst.nist.gov ), Electronics and Electrical Engineering Laboratory (EEEL, www.eeel.nist.gov ), Manufacturing Engineering Laboratory (MEL, www.mel.nist.gov ), Chemical Science and Technology Laboratory (CSTL, www.cstl.nist.gov ), Physics Laboratory (PL, www.physics.nist.gov ), Materials Science and Engineering Laboratory (MSEL, www.msel.nist.gov ), Building Fire and Research Laboratory (BFRL, www.bfrl.nist.gov ), and Information Technology Laboratory (ITL, www.itl.nist.gov ). Descriptions of NIST measurement science and engineering programs can be found at the Websites for each of the laboratories and at www.nist.gov . All the Laboratories have research and measurement programs at the NIST Laboratories in Gaithersburg, Maryland. Several laboratories also have research and measurement programs at the NIST laboratories in Boulder, Colorado: EEEL, CSTL, PL, MSEL, and ITL, and CSTL has research operations at the Hollings Marine Laboratory in Charleston, South Carolina. Additional information about NIST can be found at: www.nist.gov.A recipient of a NIST Recovery Act Measurement Science and Engineering Fellowships Program award will work jointly with NIST to publicize NIST measurement science opportunities, including those listed below. A recipient will identify candidates for fellowships from any U.S. educational institution or other entities such as a non-profit or for-profit organization. NIST and the recipient will collaborate in selecting Fellows for particular research opportunities based on cooperatively developed criteria. The recipient will provide all stipends, benefits, administrative support, and other expenses associated with the fellowship using the funds from the cooperative agreement. A recipient may cooperate with any U.S. institution of higher education and other organizations to support Fellows to collaborate with NIST programs in Gaithersburg, Maryland, Boulder, Colorado or Charleston, South Carolina. Any participating undergraduate or graduate student must also be enrolled in an academic program acceptable to both the recipient and to NIST. The recipient is responsible for ensuring the Fellows are available to work on-site at NIST programs in Gaithersburg, Maryland, Boulder, Colorado or Charleston, South Carolina.Candidates for fellowships through these programs should be able to make significant contributions to NIST measurement science and engineering programs, collaborating with NIST scientists and engineers at the NIST Laboratories, commensurate with the level of training and experience of the type of fellowship. For example, Senior Research Fellows are expected to perform at the level of an independent researcher working with minimal guidance from NIST staff, while undergraduate Research Training Fellows will require substantial direct guidance and training from NIST staff. The successful applicants for fellowships must demonstrate excellence in the areas of science and engineering relevant to their proposed work, and commensurate with the particular type of fellowship.NIST expects applicants to possess the necessary background competencies to ensure that the research, education, training, and outreach aspects of the Program can be appropriately fulfilled. A successful applicant is also expected to possess organizational capability related to science and technology programs and management. In addition, applicants should take into account the unique role of measurement science and standards in development and implementation of a successful fellowship program proposal.

NIST Summer Institute for Middle School Science Teachers

The National Institute of Standards and Technology (NIST) is soliciting applications from qualified public school districts or accredited private educational institutions that are teaching students in the areas of Science, Technology, Engineering and Mathematics (STEM) at the middle school level (Grades 6-8). Such schools may offer instruction in general science fields including earth science, physical science, chemistry, physics, and/or biology. NIST will award funding that will support the attendance of middle school teachers in the NIST Summer Institute for Middle School Science Teachers (NIST SI), to be held July 6-19, 2010 to be held at the NIST Gaithersburg, Maryland, campus. The aim of the NIST SI is to increase teachers understanding of the subjects they teach, provide materials and resources to implement what they have learned at NIST in the classroom, enhance their enthusiasm for science, and provide them the opportunity to develop an on-going network with the scientists and engineers at NIST, who would be available for consultation even after the NIST SI has ended. The NIST Summer Institute is a hands-on workshop where middle school science teachers are able to take advantage of resources from the nation s standards and measurement laboratory, the National Institute of Standards and Technology. The workshop will provide teachers with instructional materials and ideas to use in their teaching, and will emphasize the measurement science done at NIST. The aim is to take a selection of the cutting-edge research at NIST and help the teachers translate this through hands-on activities into classroom-based learning modules. In addition to ideas and activities to incorporate into lesson plans, teaching tools are directly provided to allow the teachers to demonstrate to their students the activities that they select from this workshop. The program will provide a world-class opportunity for those teaching our nation's next generation of scientists to learn more about the subjects they teach and the research in those subjects at NIST, and offer a platform from which teachers can inspire their students to pursue STEM careers. Teachers representing successful applicants will be supported via a small stipend, awarded through their respective school district or private educational institution.

Professional Research Experience Program (PREP-CSTL)

The National Institute of Standards and Technology (NIST) Chemical Science and Technology Laboratory (CSTL) announces that the Professional Research Experience Program (PREP-CSTL) is soliciting applications for financial assistance from accredited colleges and universities to enable those institutions to provide laboratory experiences and financial assistance to undergraduate and graduate students and post-doctoral associates in the CSTL at the NIST, Gaithersburg Laboratories in Gaithersburg, Maryland. In Gaithersburg, the CSTL carries out programs in the following fields of measurement science research, focused on reference methods, reference materials and reference data: Biochemical Science, Chemical and Biochemical Reference Data, Process Measurements, Surface and Microanalysis Science, Thermophysical Properties, and Analytical Chemistry. Financial support may be provided for conferences, workshops, or other technical research meetings that are relevant to the mission of the CSTL. The objectives of the PREP-CSTL are to encourage the growth and progress of science and engineering in the United States by providing research opportunities for students and post-doctoral associates, enabling them to collaborate with internationally known NIST scientists, exposing them to cutting-edge research. The PREP-CSTL will promote students pursuit of degrees in science and engineering, and post-doctoral associates professional development in science and engineering. The PREP-CSTL Coordinator and NIST/CSTL scientists will coordinate with appropriate division chiefs, outreach coordinators, and directors of multi-disciplinary academic organizations to identify students and programs that would benefit from the PREP-CSTL experience. Applicants must be able to ensure the availability of students for on-site collaborative research experiences at the NIST/CSTL Laboratories in Gaithersburg, Maryland, concurrent with their university studies. Any participating student must also be enrolled in an academic program acceptable to both the sponsoring institution and NIST/CSTL. Cost sharing and matching are not required under this program. However, applicants are encouraged to cost share on a voluntary basis. Voluntary cost sharing may include any eligible costs under the applicable cost principles that meet the test of reasonableness, allocability, and allowability. Indirect costs also are eligible project costs and applicants are encouraged to propose to cover them as cost share under this program. Any indirect costs proposed in an application under this program must not exceed the indirect cost rate negotiated with the applicant s cognizant or oversight Federal agency prior to the proposed effective date of the award.

NIST is amending the TIP-2010-B01 Federal Funding Opportunity to correct the description of a nonresponsive proposal listed under Element 3 of the Manufacturing Area of Critical National Need addressed in the notice, and to clarify the function of the white paper referenced in the notice. The Technology Innovation Program (TIP), National Institute of Standards and Technology (NIST), United States Department of Commerce (DoC), is soliciting high-risk, high-reward research and development (R&D) proposals. Fiscal year 2010 appropriations include funds in the amount of approximately $25 million for new TIP awards. Approximately 25 total awards are anticipated. The anticipated start date is January 1, 2011. The period of performance depends on the R&D activity proposed. A single company can receive up to a total of $3 million with a project period of performance of up to 3 years. A joint venture can receive up to total of $9 million with a project period of performance of up to 5 years.Continuation funding after the initial award is based on satisfactory performance, availability of funds, continued relevance to program objectives, and is at the sole discretion of NIST. The funding instrument used in TIP awards is a cooperative agreement. Through the use of the cooperative agreement, TIP fosters public/private partnerships to accomplish a public purpose to support, promote, and accelerate innovation in the United States through high-risk, high-reward research in areas of critical national need. TIP plays a substantial role beyond the levels required normally for program stewardship of grants. This includes but is not limited to monitoring of the technical progress against established milestones, and maintaining fidelity against the TIP award and evaluation criteria; review and approval of key personnel, including the Principal Investigator (PI) and designated staff other than the PI; significant changes in project participants that impact the technical approach; and tracking impact statements for use in the TIP Annual Report. The America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science (COMPETES) Act, Pub. L. 110-69 (August 9, 2007), codified at 15 U.S.C. 278n, was enacted to invest in innovation through research and development and to improve the competitiveness of the United States. Section 3012 of the COMPETES Act established TIP for the purpose of assisting United States businesses and institutions of higher education or other organizations, such as national laboratories and nonprofit research institutions, to support, promote, and accelerate innovation in the United States through high-risk, high-reward research in areas of critical national need. High-risk, high-reward research is research that has the potential for yielding transformational results with far-ranging or wide-ranging implications; addresses areas of critical national need that support, promote, and accelerate innovation in the United States and is within NIST s areas of technical competence; and is too novel or spans too diverse a range of disciplines to fare well in the traditional peer review process. The TIP implementing regulations are published at 15 C.F.R. Part 296, and included in the TIP Proposal Preparation Kit as Appendix B.TIP is soliciting proposals under this fiscal year 2010 competition in the area of critical national need entitled Manufacturing as described in the Federal Funding Opportunity document/Full Announcement.

NIST Recovery Act Measurement Science and Engineering Research Grants Program: Providing the Technology Infrastructure to Address National Priorities

In response to the American Reinvestment and Recovery Act (P.L. 111-5, 123 Stat. 115), the National Institute of Standards and Technology (NIST) will provide grants and cooperative agreements for measurement science and engineering research in the following six focus areas of critical national importance: energy, environment and climate change, information technology/cybersecurity, biosciences/healthcare, manufacturing, and physical infrastructure, with priority funding in areas of special interest to NIST as described below. The program is intended to advance the state of knowledge and practice in these areas of critical national importance, in support of NIST s mission to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. The program will advance purposes established in Section 3 of the Recovery Act by: creating jobs, promoting economic recovery, providing investments needed to increase economic efficiency by spurring technological advances in science and health, making investments in research areas such as environmental protection and infrastructure that will provide long-term economic benefits, and helping to stabilize state and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases. Competitive proposals will also result in achieving commencement of activities as quickly as possible consistent with prudent management. Applicants may propose projects that include collaboration between scientific staff and NIST to help advance these program objectives. The National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) is establishing a financial assistance program for awardees to develop and implement with the CNST a Postdoctoral Researcher and Visiting Fellow Measurement Science and Engineering Program. This program is intended to promote research, training, and practical experience in nanoscale science and technology on-site at the CNST, and to advance the CNST s mission to support the development of nanotechnology through research on measurement and fabrication methods, standards and technology, and by operating a state-of-the-art nanofabrication facility, the NanoFab. The primary program objectives are: 1.To advance, through cooperative efforts with one or more universities, research consistent with the mission of NIST, and CNST specifically. Sec. 271 et seq. 2.To provide training for the next generation of nanotechnologists by providing recent Ph.D. recipients postdoctoral positions ( Postdoctoral Researchers ) to perform research at the CNST under the mentorship of a CNST Project Leader. The Postdoctoral Researchers must show promise as contributors to the mission of the CNST, and be selected on the basis of ability and of the relevance of the proposed work to the mission of the CNST. 3.To provide advanced training and access to the CNST s expertise and instrumentation by providing practicing scientists and engineers in the public and private sectors visiting senior research positions ( Visiting Fellows ) to perform research at the CNST in collaboration with a CNST Project Leader. The Visiting Fellows must be selected on the basis of ability and on the relevance of the proposed work to the mission of the CNST. 4.To provide Postdoctoral Researchers and Visiting Fellows under this program with professional development opportunities, including travel to relevant workshops and conferences. 5.To encourage U.S. industrial, university, and government scientists to participate in research at the CNST, either in collaboration with the CNST research program or by using the NanoFab, by providing support for travel and local expenses for participants traveling beyond a normal commuting distance to the CNST in Gaithersburg, Maryland.
