The National Aeronautics and Space Administration (NASA) Langley Research Center Science Directorate is releasing a Cooperative Agreement Notice (CAN) soliciting proposals for Global Climate Change Education (GCCE): Research Experience, Teaching and Learning . The objective of the effort is to extend the results of NASA s Earth Science Program to the education community by sponsoring unique and stimulating opportunities for global climate and Earth system science education. GCCE is designed to improve the quality of the Nation s STEM (Science, Technology, Engineering and Mathematics) education and enhance the students and teachers literacy about global climate and Earth system change at the elementary, secondary, and undergraduate levels. Each funded proposal is expected to make use of NASA s unique contributions in climate science to enhance students academic experiences and/or to improve educators abilities to engage their students. The GCCE project will consider proposals in the following three funding categories: (1) Funding Category R: Global Climate Change Science Research Experiences for Undergraduate or Community College Students and Pre- or In-Service Teachers including those in nontraditional teacher licensure programs; (2) Funding Category D: Using NASA Earth system data and models to Strengthen Teaching and Learning about Global Climate Change in Formal Education; (3) Funding Category P: Improve Teacher Competency for Global Climate Change Education. The anticipated total amount of funding available for new awards under this solicitation is approximately $8 million. Projects may be proposed for durations of up to 3 years. It is anticipated that approximately 25 awards will be issued. Participation is open to the following categories of U.S organizations: higher educational institutions, state, local or federally-recognized tribal government agencies, public school districts, nonprofit institutions (with proof of nonprofit 501(c)(3) status), Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSI), and Tribal Colleges and Universities (TCU), as well as other minority-serving educational institutions. Notices of intent (NOIs) are strongly encouraged and are to be submitted electronically through NSPIRES at http://nspires.nasaprs.com . The CAN will be available electronically the first week in June 2009 through the NSPIRES website at http: nspires.nasaprs.com. Potential offerors are responsible for downloading the CAN and amendments (if any). This solicitation leading to the award of a Cooperative Agreement is issued pursuant to title 14 CFR Part 1260 for educational and nonprofit institutions. The National Aeronautics and Space Administration(NASA), Langley Research Center is releasing a Cooperative Agreement Notice (CAN) in support of the NASA Langley Office of Education entitled Electronic Professional Development Network (ePDN). The CAN will beavailable upon its release by opening the NASA Research Opportunitieshomepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to Open Solicitations." The overall goal of the proposed cooperative agreement is to develop an infrastructure and deploy research-based technology applications,products, and services that enhance educator professional development through the use of online technologies. The recipient will be required to partner with NASA to design, prepare, produce, deliver, and evaluateonline professional development events, workshops, and courses leadingto educators' effective use of NASA educational materials in learning environments. NASA ePDN objectives are 1) Produce and deliver ePD experiences. 2)Maintain a learning management system in support of the cooperativeagreement. 3) Collaborate with other NASA education projects in meetingtheir ePD objectives. 4) Partner with external ePD organizations. Because its purpose is a program of professional development foreducators to accomplish the educators' and NePD objectives,participation in this program is restricted to educational institutions or other educational nonprofit organizations. Proposals from outsidethe United States will not be considered and all NASA education andtraining grant funds, as required by 14 C.F.R. Sections 1260.12 (c) (2)and 1260.12 (c) (3), support students and faculty that are U.S. citizens. An organization's relevant current and past performance willbe one of the evaluation criteria for selection (all evaluation factors will be defined in the CAN). As defined in the NASA Grant and Cooperative Agreement Handbook recipients of NASA cooperative agreements may not be paid a profit. Electronically submitted Notices of Intent to propose are requestedaddressed to the contact identified below. Proposal due date and exactlocation of submissions will be identified in the CAN. The CAN will be available upon its release by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/external/ and then linking through the menu listings Solicitations to Open Solicitations. The overall goal of the proposed cooperative agreement is to manage and support the DLN infrastructure through staffing, operations, and content development/delivery of NASA-related distance learning experiences for students and teachers. NASA DLN objectives are to 1.) Plan, prepare, produce, deliver, and evaluate NASA-related STEM content modules for students and professional development experiences for educators. 2.) Establish and maintain collaborations with other distance learning professional organizations. 3.) Research and adopt new and emerging educational technologies that address NASA s eEducation goals. 4.) Provide distance learning services to NASA Education Projects associated with the three NASA Office of Education Divistions: Elementary-Secondary/eEducation, Higher Education, Informal Education. 5.) Promote the DLN at professional conferences, with the formal and informal education communities, and other appropriate partners in order to establish a broad level of engagement in NASA distance learning activities.
