The National Aeronautics and Space Administration (NASA) plans to release a NASA Research Announcement (NRA), for Ground-based Studies for the Space Radiation Program Element (SRPE) in the area of space radiobiology of cancer and neuronal risks utilizing beams of high energy ions simulating space radiation at the NASA Space Radiation Laboratory (NSRL) at Brookhaven National Laboratory (BNL) in Upton, New York. NASA Research Announcement # NNJ12ZSA001N, entitled "Ground-Based Studies in Space Radiobiology", will be available electronically on or about January 26, 2012, by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to "Open Solicitations". Step-1 proposals are due on February 29, 2012, and invited Step-2 proposals are due on May 9, 2012. Proposals are required to be submitted electronically and must be submitted by an authorized official of the proposing organization. Participation is open to all categories of organizations, including educational institutions, industry, nonprofit organizations, NASA centers, and other Government agencies. Electronic proposals may be submitted via the NASA centers, and other Government agencies. Electronic proposals must be submitted via the NASA Proposal data system NSPIRES. Every organization that intends to submit a proposal in response to this NRA must be registered with NSPIRES, and such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. Each electronic proposal system places requirements on the registration of principal investigators and other participants (e.g. co-investigators). Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) of interest to familiarize themselves with its structure and enter the requested information. COOPERATIVE AGREEMENT NOTICE FOR NASA INTERNSHIPS

The National Aeronautics and Space Administration (NASA) Headquarters Office of Education, in cooperation with the NASA Johnson Space Center and other NASA Centers, is releasing a Cooperative Agreement Notice (CAN) for NASA Internships. On or about January 16, 2013, this CAN will be available electronically through the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) at http://nspires.nasaprs.com/ and then clicking the link through the menu listings "Solicitations" to "Open Solicitations." Institutions eligible to respond to this CAN are limited to higher education institutions, nonprogit organizations, and consortia or groups of organizations and institutions serving higher education students, whose mission includes capturing student interest and/or improving student performance in science, technology, engineering, mathematics (STEM) or related fields. The estimated annual value of the award is $3,000,000 to $10,000,000 per year, for a period of performance not to exceed 5 years. It is anticipated that this award will be an indefinite quantity and cost reimbursement cooperative agreement. The recipient of this single award will support sub-agreements at 10 NASA centers delineated by unique cooperative agreement numbers assigned by the NASA Shared Services Center. All centers will follow the same guidelines. The breakdown by center is necessary to ensure costs are tracked correctly. This will allow each NASA facility to easily transfer funding from any technical or administrative organization for support of NASA Internships. The single entity recipient of this award will be responsible for identifying and submitting costs and drawdowns per each center's cooperative agreement number. Due to the variability of this funding model, the successful proposer must have an accounting system considered adequate for tracking and reporting costs applicable to the agreement from multiple funding sources. (See Table 2, Section II for a list of current NASA intern ship locations.) NASA is looking for a flexible and scalable partner who can be innovative and impactful while delivering, sustainable, demonstrable and measureable results. A Notice of Intent (NOI) is requested to assist NASA in assessing the possible response to this CAN; and to determine the number of subject matter experts required for the Proposal Review Panel. NOIs should be submitted by the proposer to NSPIRES by midnight (11:59 p.m.) Eastern Time, February 13, 2013. Instructions for submitting the NOI and the proposal in NSPIRES are found under Section III of this announcement (Proposal and Submission Information). The National Aeronautics and Space Administration (NASA), Johnson Space Center (JSC), Office of Education (OE), is releasing a Cooperative Agreement Notice (NNJ08237878C) for submission of proposals to support the administration and activities of Teaching From Space (TFS). TFS is a NASA Education office co-located with the Astronaut Office at Johnson Space Center (JSC). As part of the FY2006 realignment of NASA Education projects from NASA Headquarters to NASA Field Centers, management of the Educator Astronaut Project (EAP) and Education Flight Projects (EFP) and their associated activities transitioned to the JSC Education Office and were integrated with TFS. JSC is the Lead Center for the projects and other NASA Field Centers and JPL are involved in the implementation of project activities. The JSC Education Office has a single project manager for TFS activities. EAP/EFP and other TFS activities offer NASA Education unique capabilities and opportunities to involve educators and students through astronaut training, spaceflight missions, on-orbit education activities, future flight platforms and space missions, and a variety of education flight projects. All TFS activities are designed to support an integrated vision and objectives. The vision for TFS is: Facilitate education opportunities that use the unique environment of spaceflight and other flight platforms. TFS will focus its efforts to meet three objectives: 1. Develop and provide NASA-unique experiences, opportunities, content, and resources to educators and students to increase K-12 student interest in STEM disciplines. 2. Develop and facilitate a NEAT-like (Network of Educator Astronaut Teachers) group of highly motivated educators. 3. Build internal and external partnerships with formal and informal education communities to create unique learning opportunities and professional development experiences. This National Aeronautics and Space Administration (NASA) Research Announcement (NRA), entitled Human Exploration Research Opportunities (HERO) 2016, solicits applied research in support of NASA s Human Research Program. Research response area NRA NNJ16ZSA001N-SRHHC Space Radiobiology and Human Health Countermeasures Topics is Appendix E of the Human Exploration Research Opportunities (HERO) NRA (NNJ16ZSA001N). Proposals are solicited by NASA in the areas of Evaluation of Current Clinical Markers as Surrogate Endpoints for Space Radiation-Induced Cardiovascular Disease; Evaluation of Animal Model Systems and Common Pathways in Understanding Space Radiation-Induced Late CNS Outcomes and Cardiovascular Disease; Approaches to Evaluate Sex Dependence and Quality Effects on Space Radiation Carcinogenesis; Galactic Cosmic Ray (GCR) Simulator Validation Experiments: Dose-Rate Dependence; In-Flight Cognitive and Behavioral Central Nervous System Risks from Space Radiation; and Combined Effects of Simulated Weightlessness and Space Radiation on Cardiovascular Structure and Function. Please note that the last topic is being jointly solicited by HRP and NASA s Space Biology (SB) Program. Awards range from under $150K per year for focused, limited efforts to $600K per year for extensive activities. Awards will be made as grants. The period of performance for an award is one to four years. All categories of United States (U.S.) institutions are eligible to submit proposals in response to this NRA. The solicitation uses a two-step proposal process. Proposals that do not conform to the standards outlined in the solicitation will be declared noncompliant and will be handled in accordance with the NASA Federal Acquisition Regulation Supplement. On or about March 22, 2017, the NRA will be available electronically through NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) by going to http://nspires.nasaprs.com A virtual Pre-Proposers Conference is scheduled for March 31, 2017, and more details will be posted shortly alongside the solicitation on NSPIRES. Appendix E Step-1 pre-proposals are due April 24, 2017. Invited Appendix E Step-2 proposals are due July 17, 2017. All categories of United States (U.S.) institutions are eligible to submit proposals in response to the NRA. Principal Investigators may collaborate with universities, Federal Government laboratories, the private sector, and state and local government laboratories. In all such arrangements, the applying entity is expected to be responsible for administering the project according to the management approach presented in the proposal. NASA s policy is to conduct research with non-U.S. organizations on a cooperative, no exchange-of-funds basis. Electronically submitted Step-1 pre-proposals are required.
