Expected Performance Goals, Application Metrics; Corrected LOI character limit in Section IV.C. This Notice of Funding Opportunity (NOFO) supports critical minerals and materials. Critical minerals and materials (CMM) are the building blocks for technologies foundational to U.S. energy dominance, national security, and industrial competitiveness. To build a secure domestic supply of CMMs, the U.S. Department of Energy (DOE) aims to support collaborative industry partnerships to prototype and pilot innovative processing technologies that are currently only proven at the bench scale to address CMM challenges in high impact areas. The CMM Accelerator program will advance these mid-stage innovations through validation, benchmarking, access to national lab test beds, testing in industry relevant environments, technoeconomic analysis, and life-cycle assessment. The program establishes a pipeline to support technology maturation to ultimately unlock private capital investments. It also will leverage other DOE lab-based activities, such as the Critical Materials Innovation Hub (CMI Hub) and the Minerals to Materials Supply Chain Research Facility (METALLIC). Technologies resulting from the program are expected to have a path to domestic commercialization within 3-7 years. This NOFO has 3 Topic Areas, and is further divided into sub-topics for Topic Areas 1 and 3. Apply to each topic following instructions below: Topic Area 1 (Applications must be submitted via eXCHANGE, specifically under DE-TA1-0003589): Production and material efficiency for critical materials including rare earth elements. Inclusive of the following sub-topics: o 1A: Recovery and production from postindustrial manufacturing scrap o 1B: Recovery and production from postconsumer scrap (with an emphasis on electronic waste and drivetrains) o 1C: Recovery and production from combinations of feedstocks including mine tailings, postindustrial scrap, and postconsumer scrap Topic Area 2 (Applications must be submitted via eXCHANGE, specifically under DE-TA2-0003589): Processes to refine and alloy gallium, gallium nitride, germanium, and silicon carbide for use in semiconductor applications. Topic Area 3 (Applications must be submitted via eXCHANGE, specifically under DE-TA3-0003589): Cost-competitive direct lithium extraction, separation, and processing. Inclusive of the following sub-topics: o 3A: Cost-competitive direct lithium extraction o 3B: Advancing pre- and post- treatment and disposal technologies for direct lithium extraction and from geothermal brines o 3C: Exploration and Characterization of Critical Materials and Rare Earth Elements from Volcanically Hosted Geothermal Systems Additionally, please note that each Topic Area has it s own Application Deadline, as identified in the Key Facts section of the NOFO Part 1. Notice of Intent No. DE-FOA-0001595 Notice of Intent to Issue Funding Opportunity Announcement No. DE-FOA-0001518 The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Building Technologies Office, a Funding Opportunity Announcement (FOA) entitled Scaling up the Next Generation of Building Efficiency Packages . The anticipated funding opportunity will seek innovative partnerships to significantly and rapidly increase the uptake of emerging and underutilized energy efficient and cost-effective building technology packages. The Commercial Buildings Integration (CBI) program, working in cooperation with the General Services Administration s (GSA) Green Proving Ground program , will invest funds towards this competitive Funding Opportunity Announcement. EERE will seek applications that drive innovation in real building technology demonstrations while also fostering the collaboration of dynamic teams including deployment entities (states, local governments or Regional Energy Efficiency Organizations), efficient building hubs (such as Innovation or Incubator hubs), utilities, technology providers and/or building energy analysis professionals. This anticipated FOA builds from the outcomes of existing demonstration projects, laboratory testing and simulation analysis of technology packages. Successful applicants to this FOA will propose high impact real building demonstrations led by strategically structured teams who will identify and verify the cost and energy performance of multi-system energy efficiency packages. Multi-system packages are groups of technologies that improve efficiency across two or more building systems: envelope, lighting/electrical, plug, process, heating, ventilation, cooling, refrigeration, energy management and information, sensors and controls. Applications selected for award negotiations through this funding opportunity will create new synergies between building stakeholder groups and ultimately leverage the $8 billion in annual Energy Efficiency (EE) program expenditures and/or support development of more aggressive and ambitious EE program offerings. Notice of Intent (NOI) to Issue a Request for Applications (RFA) entitled Fiscal Year 17 Biomass Research and Development Initiative (BRDI)

The U.S. Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) in conjunction with the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Bioenergy Technologies Office (BETO) intends to issue a Request for Applications (RFA) entitled Fiscal Year 17 Biomass Research and Development Initiative (BRDI). For fiscal year (FY) 2017, the BRDI program requires that funded projects address at least one (1) of the following three (3) legislatively mandated technical (topic) areas: 1) Feedstocks development The intent of this Topic Area is to address research, development, and demonstration (RD&D) activities regarding feedstocks and feedstock logistics (including harvest, handling, transport, preprocessing, and storage) relevant to production of raw materials for conversion to biofuels and biobased products. The BRDI program is designed to support near-term commercial systems. Projects should emphasize development and optimization of existing feedstocks that will be available for testing and demonstration during the life of the project. Proposals that include breeding or genetic improvement of feedstocks should reconcile this work with the Program s emphasis on near-term impacts. 2) Biofuels and biobased products development The intent of this Topic Area is to address RD&D activities to support (i) development of diverse cost-effective, innovative technologies for the use of cellulosic biomass in the production of biofuels, bioenergy, and biobased products; and, (ii) product diversification through technologies relevant to the production of a range of biobased products (including chemicals, animal feeds, and cogeneration power) that potentially can increase the feasibility of fuel production in a biorefinery. 3) Biofuels development analysis The intent of this Topic Area is to apply systems evaluation methods that can be used to optimize system performance and market potential and to quantify the project s impact on sustainability; therefore, successful applications will consider the lifecycle (cradle-to-grave) impacts including environmental, social, and economic implications that are attributable to the project. Successful projects should include these sustainability data in engineering process models and be used over the life of the project to improve the system and quantify sustainability impacts. NIFA and EERE envision awarding multiple financial assistance awards in the form of grants and cooperative agreements, respectively. The estimated period of performance for each award will be approximately three (3) years. DOE s Hydropower Vision report [1] identified 1.7 GW of hydropower potential in undeveloped sites and waterways, with an additional 15 GW enabled by the emergence of innovative even transformational technologies and designs to reduce costs and meet environmental performance objectives. To facilitate development of new stream-reach resources, innovation in standardization, modularity, and environmental compatibility is required. In addition, 43 pumped storage hydropower (PSH) plants provide over 95% of utility-scale electrical energy storage in the United States. To expand the value and contribution of PSH in the future electricity system, research into storage technology designs, optimization, and modeling tools is needed. To address these gaps, this FOA solicits new design concepts and associated modeling and analysis for standard modular hydropower and PSH. The FOA may include the following topic areas: Topic Area 1: Facility Designs for Standard Modular Hydropower Development Topic Area 2: New Use Cases for Pumped Storage Hydropower Sub-topic 2.1: Innovative conceptual designs for pumped storage systems Sub-topic 2.2: Modeling and analyzing the role of pumped storage in asset and system optimization This is a Notice of Intent (NOI) only. Notice of Intent to Issue Funding Opportunity Announcement No. DE-FOA-0002032 Energy Infrastructure Deployment on Tribal Lands - 2019 DOE s Office of Indian Energy is charged by Congress under the Indian Tribal Energy Development and Self Determination Act of 2005 (Energy Policy Act of 2005 (EPAct 2005), Title V, 502, codified at 42 USC 7144e and 25 USC 3501 et seq.) , to provide, direct, foster, coordinate, and implement energy planning, education, management, conservation, and delivery programs that (1) Promote Indian tribal energy development, efficiency, and use; (2) Reduce and stabilize energy costs; (3) Enhance and strengthen Indian tribal energy and economic infrastructure relating to natural resource development and electrification; and, (4) Bring electric power and service to Indian land and homes for tribal members located on Indian lands or acquired, constructed, or improved (in whole or in part) with Federal funds. 42 USC 7144e(b). Through this planned FOA, DOE s Office of Indian Energy will be continuing its efforts to maximize the deployment of energy solutions for the benefit of American Indians and Alaska Natives and help build the knowledge, skills, and resources needed to implement those energy solutions. In support of these objectives, DOE s Office of Indian Energy may solicit applications to install energy infrastructure on Tribal lands. Through grants, DOE intends to provide financial support under the provisions of the Title V of EPAct 2005. Specifically, DOE s Office of Indian Energy may solicit applications from Indian Tribes, which for purposes of this FOA, include Alaska Native Regional Corporations and Village Corporations (hereafter referred to as Indian Tribes ) and Tribal Energy Resource Development Organizations to: (1) Install energy efficiency measure(s) and/or energy generating system(s) for Tribal Building(s) (Area of Interest 1); (2) Deploy community-scale energy generating system(s) on Tribal lands (Area of Interest 2); (3) Install energy system(s) for autonomous operation to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Area of Interest 3). The desired outcome is to improve how DOE SEP delivers technical assistance that helps states improve the affordability, reliability, and resiliency of energy systems. The purpose of this RFI is to solicit feedback from industry, academia, nonprofit organizations, and others that have extensive experience working with senior state officials, including Governors and/or their designated energy representative(s), serving the nation s 55 states and territories. SEP is specifically interested in information on such organizations ability and experience in providing direct support to states through training on best practices and the development and dissemination of technical assistance programs. These Champions will gain access to a peer network and become qualified to apply for Phase 2, which will provide Technical Assistance to selected Community Efficiency Champions.
