The U.S. Environmental Protection Agency (EPA) is soliciting applications under the authority of the Clean Water Act (CWA) section 104(b)(8) to provide Technical Assistance and Training for Rural, Small and Tribal Municipalities and Wastewater Treatment Systems. The program supports small, rural, and Tribal communities efforts to identify water challenges, develop plans, build technical, financial, and managerial capacity, comply with CWA requirements, and access water infrastructure funding.Through this Notice of Funding Opportunity under the Clean Water Act, EPA will achieve greater protection of public health and the environment through an increase in trained water sector personnel, access to funding and financing for wastewater treatment facilities, and Clean Water Act compliance. This action advances the Administration s priorities, including to Make America Healthy Again, by improving water quality and reducing exposure risks, and enabling responsible economic growth for small, rural, and tribal communities through improved wastewater infrastructure. In partnership with States, Tribes, and local governments and grounded in sound science and the law, EPA will deliver cleaner water, stronger infrastructure, and long-term environmental stewardship for all Americans.The proposed activities support the Agency s Powering the Great American Comeback Initiative s Pillar 1: Clean Air, Land, and Water for Every American. Priority Areas identified in this opportunity are:(1) Technical assistance and training for rural, small, and Tribal municipalities for planning, developing and acquisition of financing/funding for eligible projects and activities. Technical assistance and training for rural, small, and Tribal publicly owned treatment works and decentralized wastewater systems to help improve water quality and to achieve and maintain compliance.(2) Technical assistance and training focused specifically on Tribes for planning, developing and acquisition of financing/funding, to help improve water quality and achieve and maintain compliance, and/or to support emerging contaminants project development.(3) Information dissemination, technical assistance and training focused specifically on decentralized wastewater treatment systems to support planning, development and acquisition of financing.Eligible entities for this grant program include nonprofit organizations and institutions of higher education that can provide technical assistance and training to rural, small, and Tribal municipalities, publicly owned wastewater treatment works, and decentralized wastewater treatment systems. Assisting systems with their technical, managerial, and financial capacity to achieve long-term compliance is a key priority for the Agency. Infrastructure construction projects such as repairing water or sewer lines, adding new equipment, or upgrading, retrofitting, or rehabilitating existing equipment are not eligible for funding under this announcement.

The Alaska Native Claims Settlement Act (ANCSA) of 1971 included the transfer of 44 million acres to Alaska Native regional and village corporations. Some of these lands became contaminated prior to conveyance (transfer) from a variety of past activities such as fuel storage, power generation, waste handling practices, mining, and other activities. These contaminants can pose health concerns to Alaska Native communities, impact subsistence resources, and impair economic activity. Congress appropriated funding starting in fiscal year 2023 for EPA to establish and implement a grant program to assist Tribal entities in Alaska with addressing contamination on ANCSA lands that were contaminated prior to the time of conveyance. Grants may be used for site assessment and remediation, as well as related community outreach and involvement. Eligible entities include Alaska Native regional and village corporations, federally recognized Tribes in Alaska, Alaska Native nonprofit associations, and inter-tribal consortia comprised of Alaskan tribal entities. Proposals will be accepted on a rolling basis. As long as funds remain available, EPA expects to extend the closing date for this funding opportunity. The U.S. Environmental Protection Agency (EPA) invites the public to nominate experts in Information Technology (IT) to be considered for a three-year membership appointment to the Hazardous Waste Electronic Manifest System ("e-Manifest") Advisory Board (the "Board"). Pursuant to the Hazardous Waste Electronic Manifest Establishment Act (the "e-Manifest Act" or the "Act"), EPA has established the Board to provide practical and independent advice, consultation, and recommendations to the EPA Administrator on the activities, functions, policies, and regulations associated with the Hazardous Waste Electronic Manifest (e-Manifest) System. In accordance with the e-Manifest Act, the EPA Administrator or designee will serve as Chair of the Board. This document solicits nominations for possible consideration of candidates to potentially fill a vacancy on the Board to serve as an IT expert for a three-year appointment. EPA may also consider nominations received through this solicitation to fill any unanticipated future vacancies on the Board for the following positions including an industry representative member with experience in using or representing users of the manifest system; and a state representative member responsible for processing manifests.

EPA is announcing specific exemption requests from the Arkansas and Missouri Departments of Agriculture to use the pesticide tetflupyrolimet, (CAS No. 2053901-33-8), to treat up to 546,000 and 100,000 acres of rice in Arkansas and Missouri, respectively to control Barnyardgrass resistant to multiple herbicides. The applicants propose the use of an active ingredient which has not been registered by EPA. EPA is soliciting public comment before making the decision whether or not to grant the exemptions.

The U.S. Environmental Protection Agency (EPA) is planning a new funding opportunity under the Clean School Bus (CSB) Program to encourage broad participation and fleet turnover by providing school districts with greater choice in school bus technology while strengthening oversight and compliance. To support the development of this new funding opportunity, the EPA invites public comments to inform the Agency's understanding of the availability of alternative fuels and associated technologies in the medium- and heavy-duty school bus sector. The EPA is committed to ensuring that all technologies covered by the definition of "clean school bus" in 42 U.S.C. 16091(a)(3) are included in a new funding opportunity later this year. In addition to seeking information on available alternative fuels and buses for the upcoming funding opportunity, the EPA is also seeking information from the public on additional ways the Agency can further safeguard taxpayer dollars. The EPA conducted a programmatic review of the previous CSB funding rounds and identified areas for enhanced controls. The EPA is interested in identifying additional ways to prevent waste, fraud, and abuse within the CSB Program and is requesting comment to ensure that the Agency has the most comprehensive information available regarding robust oversight and compliance.

The purpose of this notice of funding availability (NOFA) is to solicit letters of interest (LOIs) from prospective state infrastructure financing authority borrowers seeking credit assistance from the U.S. Environmental Protection Agency (EPA) under the State Infrastructure Financing Authority Water Infrastructure Finance and Innovation Act (SWIFIA) program. EPA's SWIFIA program is managed by the WIFIA division and operates under the authority of the WIFIA statute. EPA estimates that it may lend approximately $550 million to help finance over $1 billion in water infrastructure investment to state infrastructure financing authority borrowers.
