This notice announces the availability of funds and solicits applications from eligible entities to deliver Brownfields Job Training programs that recruit, train, and place local, unemployed, and underemployed residents with the skills needed to secure full-time employment in the environmental field.Brownfields Job Training Grants fund training programs that strengthen local workforces by preparing program graduates for environmental jobs that support cleanup and revitalization efforts in their own communities.Training may include a range of brownfield-related environmental skills such as the assessment and cleanup of solid and hazardous waste; chemical risk management; stormwater management relating to site cleanup; planning and site preparation for low-impact development activities; site preparation for green infrastructure installation; and vulnerability assessment and contamination mitigation planning.Please carefully review Section 4.E. of these guidelines, Section IV of EPA NOFO Clauses, and the Frequently Asked Questions, which can be found at https://www.epa.gov/brownfields/frequently-asked-questions-about-brownfields-job-training-jt-grants. The purpose of this Notice of Funding Opportunity (NOFO) is to support eligible Tribes and intertribal consortia to implement approved Nonpoint Source (NPS) management programs developed pursuant to CWA Section 319(b)(1). The Clean Water Act (CWA) Section 319(h) authorizes the EPA to award grants to eligible Tribes and intertribal consortia to implement approved NPS management programs. This NOFO will fund implementation of best management practices (BMPs) and measures that have been outlined in Tribal NPS Management Program Plans to address NPS pollution sources that have been identified in a Tribe s Assessment Report.Eligible applicants to this Notice of Funding Opportunity (NOFO) are federally recognized Tribes and intertribal consortia that meet the eligibility requirements described in Section 2.A.

The Alaska Native Claims Settlement Act (ANCSA) of 1971 included the transfer of 44 million acres to Alaska Native regional and village corporations. Some of these lands became contaminated prior to conveyance (transfer) from a variety of past activities such as fuel storage, power generation, waste handling practices, mining, and other activities. These contaminants can pose health concerns to Alaska Native communities, impact subsistence resources, and impair economic activity. Congress appropriated funding starting in fiscal year 2023 for EPA to establish and implement a grant program to assist Tribal entities in Alaska with addressing contamination on ANCSA lands that were contaminated prior to the time of conveyance. Grants may be used for site assessment and remediation, as well as related community outreach and involvement. Eligible entities include Alaska Native regional and village corporations, federally recognized Tribes in Alaska, Alaska Native nonprofit associations, and inter-tribal consortia comprised of Alaskan tribal entities. Proposals will be accepted on a rolling basis. As long as funds remain available, EPA expects to extend the closing date for this funding opportunity. The U.S. Environmental Protection Agency (EPA) invites the public to nominate experts in Information Technology (IT) to be considered for a three-year membership appointment to the Hazardous Waste Electronic Manifest System ("e-Manifest") Advisory Board (the "Board"). Pursuant to the Hazardous Waste Electronic Manifest Establishment Act (the "e-Manifest Act" or the "Act"), EPA has established the Board to provide practical and independent advice, consultation, and recommendations to the EPA Administrator on the activities, functions, policies, and regulations associated with the Hazardous Waste Electronic Manifest (e-Manifest) System. In accordance with the e-Manifest Act, the EPA Administrator or designee will serve as Chair of the Board. This document solicits nominations for possible consideration of candidates to potentially fill a vacancy on the Board to serve as an IT expert for a three-year appointment. EPA may also consider nominations received through this solicitation to fill any unanticipated future vacancies on the Board for the following positions including an industry representative member with experience in using or representing users of the manifest system; and a state representative member responsible for processing manifests.

EPA is announcing specific exemption requests from the Arkansas and Missouri Departments of Agriculture to use the pesticide tetflupyrolimet, (CAS No. 2053901-33-8), to treat up to 546,000 and 100,000 acres of rice in Arkansas and Missouri, respectively to control Barnyardgrass resistant to multiple herbicides. The applicants propose the use of an active ingredient which has not been registered by EPA. EPA is soliciting public comment before making the decision whether or not to grant the exemptions.

The U.S. Environmental Protection Agency (EPA) is planning a new funding opportunity under the Clean School Bus (CSB) Program to encourage broad participation and fleet turnover by providing school districts with greater choice in school bus technology while strengthening oversight and compliance. To support the development of this new funding opportunity, the EPA invites public comments to inform the Agency's understanding of the availability of alternative fuels and associated technologies in the medium- and heavy-duty school bus sector. The EPA is committed to ensuring that all technologies covered by the definition of "clean school bus" in 42 U.S.C. 16091(a)(3) are included in a new funding opportunity later this year. In addition to seeking information on available alternative fuels and buses for the upcoming funding opportunity, the EPA is also seeking information from the public on additional ways the Agency can further safeguard taxpayer dollars. The EPA conducted a programmatic review of the previous CSB funding rounds and identified areas for enhanced controls. The EPA is interested in identifying additional ways to prevent waste, fraud, and abuse within the CSB Program and is requesting comment to ensure that the Agency has the most comprehensive information available regarding robust oversight and compliance.

The purpose of this notice of funding availability (NOFA) is to solicit letters of interest (LOIs) from prospective state infrastructure financing authority borrowers seeking credit assistance from the U.S. Environmental Protection Agency (EPA) under the State Infrastructure Financing Authority Water Infrastructure Finance and Innovation Act (SWIFIA) program. EPA's SWIFIA program is managed by the WIFIA division and operates under the authority of the WIFIA statute. EPA estimates that it may lend approximately $550 million to help finance over $1 billion in water infrastructure investment to state infrastructure financing authority borrowers.
