FY 2010 Gulf Oil Spill Supplemental Federal Funding Opportunity

Pursuant to the Supplemental Appropriations Act, Pub. L. No. 111-212, 124 Stat. 2302 (2010), EDA announces general policies and application procedures for the FY 2010 Gulf Oil Spill Supplemental Federal Funding Opportunity. This investment assistance will be made available to help devise and implement short or long-term economic redevelopment strategies and for technical assistance activities to address economic development challenges in regions impacted by the discharge of oil stemming from the April 20, 2010, BP Deepwater Horizon drilling rig explosion. The Economic Adjustment Assistance program can offer a wide range of technical, planning, or infrastructure assistance. See 13 C.F.R. 307.3. This program is designed to respond adaptively to pressing economic recovery issues, and is well suited to help address the challenges faced by regions affected by the April 2010 oil spill. Note however, in order to maximize available funding, EDA will consider applications for planning or technical assistance only. That is, no awards will be made under this competitive solicitation for infrastructure improvements or revolving loan fund grants. For purposes of this competition and subject to the availability of funds, EDA will make planning or technical assistance awards that, for example, demonstrate the capacity to support economic recovery by fostering the development of short or long-term economic recovery plans; conduct gap analysis that can identify opportunities for strengthening regional competitiveness; examine opportunities for expanding commercialization programs; or strengthen regional efforts to encourage business expansion and creation efforts. In addition, EDA invites applications to address problems on a larger regional, or multi-State basis, both with respect to the development of a macro-economic analysis of the Gulf Coast region, or the development of a business retention and expansion program for the Gulf region. EDA will administer the Gulf Oil Spill Assistance among its Atlanta and Austin regional offices, which together cover the areas that have felt the greatest impact of the oil spill, specifically the States of Louisiana, Mississippi, Alabama, Florida, and Texas. Through this Disaster NOFO, EDA will award investments in regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters occurring in calendar years 2023 and 2024. EDA s goal under this NOFO is to assist communities recovering from a disaster by realizing opportunities to recover and change the economic trajectory of the community for the better. In other words, EDA funding seeks to help communities recover and set them on a path to exceed their previous pre-disaster baseline. EDA seeks projects that are responsive to community needs post-disaster by engaging all aspects of the community, with special focus on private industry partners. This Disaster NOFO provides funding through three pathways: Readiness Path Standalone non-construction projects designed to increase a community s readiness to apply for or implement disaster recovery funding from private and public sources including, but not limited to, future EDA NOFOs and the Implementation or Industry Transformation Paths under this NOFO. Projects will fund strategy development, capacity building, and/or predevelopment costs necessary for future recovery projects. Implementation Path Standalone construction or non-construction projects designed to address the economic challenges faced by a community recovering from a natural disaster and improve economic trajectories beyond pre-disaster economic conditions. Industry Transformation Path Led by a coalition of regional stakeholders, a portfolio of large-scale, multicomponent construction and non-construction projects designed to fundamentally transform the economic trajectory of a region through the development or acceleration of an industry.

Economic Development Assistance Programs Availability of Funds under the Public Works and Economic Development Act of 1965

EDA s mission is to lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the worldwide economy. Under this announcement, EDA solicits proposals or applications (as appropriate) for the following programs under PWEDA: (i) Public Works; (ii) Planning; (iii) Local Technical Assistance; and (iv) Economic Adjustment Assistance. EDA will provide Public Works investments to support the construction or rehabilitation of essential public infrastructure and facilities necessary to generate or retain private sector jobs and investments, attract private sector capital, and promote regional competitiveness, including investments that expand and upgrade infrastructure to attract new industry, support technology-led development, accelerate new business development, and enhance the ability of regions to capitalize on opportunities presented by free trade. The Planning Program helps support planning organizations, including District Organizations and Indian Tribes, in the development, implementation, revision or replacement of comprehensive economic development strategies (CEDS), and for related short-term planning investments and State plans designed to create and retain higher-skill, higher-wage jobs, particularly for the unemployed and underemployed in the nation s most economically distressed regions. The Local Technical Assistance Program helps fill the knowledge and information gaps that may prevent leaders in the public and nonprofit sectors in economically distressed regions from making optimal decisions on local economic development issues. This competitive solicitation covers Local Technical Assistance only. The Economic Adjustment Assistance Program provides a wide range of technical, planning, and infrastructure assistance in regions experiencing adverse economic changes that may occur suddenly or over time. This program is designed to respond flexibly to pressing economic recovery issues and is well suited to help address challenges faced by U.S. communities and regions.

Second Supplemental Appropriations Disaster Relief Opportunity

Through this Second Supplemental Appropriations Disaster Relief Opportunity, EDA intends to award investments for expenses related to disaster relief, long-term recovery, and restoration of infrastructure related to the consequences of hurricanes, floods and other natural disasters of 2008 for which the President declared a major disaster under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) (the Stafford Act ). Pursuant to this announcement, EDA solicits applications for Economic Adjustment Assistance investments under PWEDA. Through the Economic Adjustment Assistance program (CFDA No. 11.307), selected applicants will utilize EDA s flexible set of program tools to develop and implement on a regional basis long-term economic redevelopment strategies for the recently disaster-impacted regions in the United States. EDA seeks to fund planning (i.e., strategy grants) and implementation investments that generate new employment opportunities for regions suffering economic distress in the form of high unemployment, underemployment, low per capita incomes, and outmigration due to the 2008 natural disasters. The Economic Adjustment Assistance program can provide a wide range of technical, planning and infrastructure assistance. This program is designed to respond adaptively to pressing economic recovery issues and is well suited to help address the challenges faced by the regions affected by the hurricanes, floods and other natural disasters of 2008. EDA s economic development activities encourage business growth and increased business establishment, retention and expansion, and help create jobs. Post-disaster recovery activities that do not contribute directly to these goals (such as flood mapping, levee public works or housing) are entirely necessary to the recovery effort and may lead indirectly to economic development. However, those types of activities are funded by other federal agencies and are therefore not within the province of the funding opportunities provided in this announcement. EDA s statutory mandate, as applied to post-disaster assistance, is to help formulate and implement economic recovery strategies to restore, replace and expand economic activity in disaster-impacted regions and prioritize projects that will diversify the economic base and lead to a stronger, more globally competitive and disaster-resilient regional economy. By maintaining its focus on economic development, EDA fulfills its mission to lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the worldwide economy.
