The purpose of this notice is to solicit grant proposals from eligible organizations to implement activities that enhance resilience of coastal communities to natural hazard and climate risks through a regional or national network. Proposals must leverage, enhance, or create a system in which one or more coastal hazard issues can be addressed through partnerships to improve coordination and collaboration throughout the region. Partnerships must include multiple institutions, disciplines, and sectors at the local, state, and federal level. Proposals submitted in response to this announcement should provide beneficial public outcomes for coastal communities to address existing and potential future climate and hazard risks to coastal infrastructure, local economies, vulnerable populations, and the natural environment. Eligible funding applicants are: regional authorities, nonprofit and for-profit organizations, institutions of higher education, and state, territorial, and county/local governments. The funding applicants must conduct projects in one or more of the following three U.S. regions: the U.S. Flag Pacific Islands (Hawaii, American Samoa, Guam, Commonwealth of the Northern Mariana Islands), Gulf of Mexico Coast (Alabama, Gulf Coast of Florida, Louisiana, Mississippi, and Texas) and West Coast (California, Oregon, and Washington).

The Office of Oceanic and Atmospheric Research (OAR), National Oceanic and Atmospheric Administration (NOAA), is soliciting LOIs under the United States Weather Research Program (USWRP), as administrated by the USWRP Joint Hurricane Testbed (JHT). This notice also provides guidelines for the submission of full proposals. This notice describes opportunities and application procedures for the transfer of relevant research and technology advances into tropical cyclone analysis and forecast operations. Eligible applicants are institutions of higher education; other nonprofits; commercial organizations; foreign governments; organizations under the jurisdiction of foreign governments; international organizations; state, local and Indian tribal governments; and Federal agencies. This notice calls for researchers to submit proposals to test and evaluate, and modify if necessary, in a (quasi-operational) experimental environment, their own scientific and technological research applications. The experimental test environment includes capabilities for real-time demonstration testing based on links to operational observational and model data streams. Projects satisfying metrics for success and operational constraints may be selected for operational implementation by the operational center(s) after the completion of the USWRP-funded work. The period of the award is from one to two years.

The NOAA/NASA/DOD Joint Center for Satellite Data Assimilation (JCSDA) is a distributed center that engages units of NASA: Goddard Space Flight Center (GSFC) Earth-Sun Exploration Division; NOAA: NESDIS Center for Satellite Applications and Research (STAR) , National Weather Service (NWS) National Centers for Environmental Prediction (NCEP), and Office of Oceanic and Atmospheric Research (OAR); US Navy: Oceanographer of the Navy and the Naval Research Laboratory (NRL); and US Air Force Air Weather Agency. The Joint Center's goal is to accelerate the abilities of NOAA, DoD, and NASA to ingest and effectively use the large volumes of data from current satellite-based instruments and planned satellite missions. The JCSDA supports scientific development work in the following priority areas (1) Radiative transfer, (2) Clouds and precipitation, (3) Advanced instruments data assimilation, (4) Land data assimilation, (5) Ocean data assimilation and (6) Air Composition data assimilation. JCSDA research is performed internally (internal research) as well as externally using grants and/or contracts awarded via a competitive process open to the broader scientific community (external research). The overarching goal of JCSDA research is to accelerate the assimilation of satellite data in US operational numerical environment forecast models. A primary measure of potential impact in this solicitation will be the acceleration of satellite data usage into NOAA, and DoD forecast systems, and the improvement of forecasts from those systems.

NOAA announces the availability of Federal funding, authorized pursuant to Public Law 112-55 (Consolidated and Further Continuing Appropriations Act, 2012 ), for necessary expenses associated with the restoration of Pacific salmon populations. The Pacific Coastal Salmon Recovery Fund (PCSRF) program makes such funding available to the States of Washington, Oregon, Idaho, Nevada, California, and Alaska, and federally recognized tribes of the Columbia River and Pacific Coast (including Alaska) for projects necessary for conservation of salmon and steelhead populations that are listed as threatened or endangered, or identified by a State as at-risk to be so-listed, for maintaining populations necessary for exercise of tribal treaty fishing rights or native subsistence fishing, or for conservation of Pacific coastal salmon and steelhead habitat. This announcement outlines the priorities and guidelines that will be used to distribute funding to eligible entities.

The NOAA Chesapeake Bay Office (NCBO) is directed by congressional mandate to provide technical assistance in: (1) identifying science-based management options for restoration and protection of living resources and their habitats; (2) monitoring and assessing the status of living resources and their habitats; and, (3) evaluating the effectiveness of management plan implementation. NCBO encourages projects that are collaborative, interdisciplinary, and will leverage other resources. Preference will be given to projects with clear management applications.

The mission of the National Bycatch Reduction Engineering Program (BREP) is to develop technological solutions and investigate changes in fishing practices designed to minimize bycatch of fish (including sponges, deep-sea corals, and shallow (tropical) corals) and protected species (including marine mammals, sturgeon, seabirds, and sea turtles) as well as minimize bycatch injury and mortality (including post-release injury and mortality). For FY2013, NMFS anticipates that approximately $2,500,000 could be made available for projects that address by-catch research as identified in the Program Priority Section (I.B.1 - I.B.7).

The Great Lakes B-WET grant program is a competitively based program that supports existing environmental education programs, fosters the growth of new programs, and encourages the development of partnerships among environmental education programs throughout the Great Lakes watershed. Projects support organizations that provide students "meaningful" watershed educational experiences and teachers professional development opportunities in the area of environmental education, while helping to support regional education and environmental priorities in the Great Lakes.

The purpose of this notice is to request proposals for special projects associated with the National Sea Grant College Program (Sea Grant) strategic focus areas, and to provide the general public with information and guidelines on how Sea Grant will select proposals and administer Federal assistance under this announcement. This announcement is a mechanism to encourage research or other projects that are not normally funded through Sea Grant national competitions. This opportunity is open only to Sea Grant Programs. Section III. describes eligibility requirements in more detail. Depending on the availability of funds, NOAA expects to have approximately $3,200,000 available for a national competition to fund marine aquaculture research projects for FY 2012. This is part of the overall plan to support the development of environmentally and economically sustainable ocean, coastal, or Great Lakes aquaculture. Aquaculture that occurs in the Great Lakes or its coastal zone is considered marine aquaculture for this competition. Priorities for this FY 2012 competition include: Research to inform specific regulatory decisions; Research that supports multi-use spatial planning; and Socio-economic research targeted to understand aquaculture in a larger context. Proposals must be able to express how the proposed work will have a high probability of significantly advancing U.S. marine aquaculture development in the short-term (1-2 years) or medium-term (3-5 years). This Federal Funding Opportunity includes information on application and criteria for aquaculture research projects requesting a total of $50,000 to $500,000 in federal funding for up to a two-year period. Matching funds are required. Given the anticipated amount of funding and the anticipated number and quality of proposals submitted, it is anticipated that at least seven projects will be awarded in FY 2012. Additional proposals from this competition may be selected for funding in the next fiscal year, subject to the availability of funds. Ideally, awards are anticipated to start no later than September 1, 2012.

Changing climate confronts society with significant economic, health, safety, and national security challenges. NOAA advances scientific and technical programs to help society cope with, and adapt to, today's variations in climate and to prepare for tomorrow's. Toward this end, the agency conducts and supports climate research, observations, modeling, information management, assessments, interdisciplinary decision support research, outreach, education, and stakeholder partnership development. These investments are key to NOAA's mission of "Science, Service, and Stewardship" and are guided by the agency's vision to create and sustain enhanced resilience in ecosystems, communities, and economies, as described in NOAA's Next Generation Strategic Plan (NGSP) . Fostering climate adaptation and mitigation, and, specifically, the development of an informed society anticipating and responding to climate and its impacts - is one of the primary pathways through which NOAA plans to advance its mission. The NGSP outlines NOAA's five-year climate objectives: 1) Improved scientific understanding of the changing climate system and its impacts; 2) Assessments of current and future states of the climate system that identify potential impacts and inform science, service, and stewardship decisions; 3) Mitigation and adaptation choices supported by sustained, reliable, and timely climate services; and 4) A climate-literate public that understands its vulnerabilities to a changing climate and makes informed decisions. NOAA works in partnership with Federal, academic, private, and international research entities, and places a substantial emphasis on productive partnerships and interactions with decision makers and other stakeholders.Within this context, NOAA's Climate Program Office (CPO) manages competitive research programs conducted in regions across the United States, at national and international scales, and globally. The CPO also provides strategic guidance and oversight for the agency's climate science and services programs and helps to integrate capabilities from across the agency to provide enhanced services to its constituents. Achieving the first of the NGSP climate objectives, an improved scientific understanding of the changing climate system and its impacts, requires a number of core capabilities be supported. These core capabilities can be broadly categorized to include: (a) understanding and modeling, (b) observing systems, data stewardship, and climate monitoring, (c) predictions and projections, and (d) integrated service development and decision support.These core capabilities, in turn, will focus initially on the following societal challenges identified in the NGSP as early evidence of progress to be made by NOAA in providing sustained, reliable, and timely climate services:* Climate Impacts on Water Resources* Coasts and Climate Resilience* Sustainability of Marine Ecosystems* Changes in Extremes of Weather and Climate* Information for Mitigating Climate ChangeEach of the Competitions announced in this Federal Funding Opportunity addresses one or more of these core capabilities or societal challenges. For FY 2014, the National Oceanic and Atmospheric Administration (NOAA), Climate Program Office (CPO), Coastal and Ocean Climate Applications (COCA) program, in partnership with the NOAA National Marine Fisheries Service (NMFS), will support a competition to improve understanding, projection, and management of the impacts of climate variability and change on fish stocks and fisheries in the U.S. Northeast Shelf Large Marine Ecosystem (NESLME). In addition, this competition is also soliciting proposals for one year and up to $50,000 to develop a workshop focused on bringing together scientists from various disciplines (e.g. physical, ecological, social, economic) to promote interdisciplinary partnerships and discuss and prioritize future research needs to advance understanding of the impacts of climate variability and change on fish or other species that support economically important fisheries in the U.S. Proposals should collaborate with relevant NOAA Laboratories, Fisheries Science Centers, and Cooperative Institutes to the extent this collaboration enhances the effectiveness of the research and its outcomes. B-WET Chesapeake is a competitive grant program that supports existing, high quality environmental education programs, fosters the growth of new, innovative programs, and encourages capacity building and partnership development for environmental education programs throughout the entire Chesapeake Bay watershed. Successful projects advance the goals of the NOAA Education Strategic Plan and the Mid Atlantic Elementary and Secondary Environmental Literacy Strategy by providing hands-on environmental education about issues affecting the Chesapeake Bay watershed for students, related professional development for teachers, and/or capacity building for watershed education.
